The Attorney Advisor position is located in the Department of Administrative Services (DAS), Facilities and Security Office (FSO), Security and Facilities Policy Staff (SFPS). The FSO is responsible for the management, oversight, and support of security, emergency preparedness, space and facilities programs, and various administrative services within the Thurgood Marshall Federal Judiciary Building (TMFJB) for the courts and other judiciary offices.
Duties
This position will report to the Chief of the Facilities and Policy Staff (SFPS), Facilities and Security Office (FSO), Department of Administrative Services (DAS). The FSO is seeking a dynamic, high-energy, and experienced Attorney Advisor to join its team. The SFPS is responsible for providing legal, policy, and analytical support for the judiciary's space and facilities programs; coordinating the development and communication of program policies and guidance on the space and facilities programs; and monitoring legislative activities and assess their impact on the space and facilities programs.
The incumbent will be providing staff support to the Committee on Space and Facilities, including drafting briefing materials for consideration by the Committee and its subcommittees, and presenting on matters within the Committee's jurisdiction at Committee and subcommittee meetings. The incumbent will also be responsible for identifying policy issues impacting the judiciary's space and facilities program and developing proposed actions to address those issues consistent with judiciary policy. The ideal candidate must possess outstanding diplomacy; interpersonal, organizational, analytical, and communication skills; experience working collaboratively with supervisors, colleagues, and external stakeholders; and have knowledge of federal judicial administration.
The duties of this position include, but are not limited to:
Researching and preparing draft agendas, background materials, agenda items, committee reports, and all other documents related to the biannual meetings of the Judicial Conference Committee on Space and Facilities and Space and Security Advisory Council.
Providing staff support to the Committee on Space and Facilities, including drafting briefing materials and presenting on issues within the Committee's jurisdiction meetings.
Presenting and discussing policy issues and questions related to space and facilities matters with multiple stakeholders, both internal and external to the federal judiciary, including Committee members, federal judges, local court executives, and executive branch partners.
Managing the development, implementation, and execution of complex and multi-faceted nationwide programs based on the policies integrated within the federal judiciary's over-arching space and facilities programs.
Identifying and tracking any legislative issues that may be relevant to the Committee's jurisdiction, including drafting and coordinating responses to legislative inquiries related to the federal judiciary's space and facilities program; and developing and participating in requested congressional briefings on related topics.
Assisting with reviewing and editing space and facilities-related updates to the Guide to Judicial Policy and the AO Manual.
Providing staff support on external studies and reviews of the federal judiciary's space programs, including those conducted by the Government Accountability Office.
Providing logistical support for all related meetings supported by the SFPS.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Bar Membership: Applicants must currently be an active member in good standing of the bar of a state, territory, the District of Columbia, the Commonwealth of Puerto Rico or a federal court of general jurisdiction. Post J.D. Experience: Applicants must also possess at least 2 years of post J.D. experience.
Specialized Experience: Subsequent to graduation from law school, applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience for this position is demonstrated experience as a practicing attorney for the federal government or private sector providing advice on complex legal and policy matters, including regulatory compliance and program administration.
Highly Desired:
Experience serving as a federal law clerk.
Familiarity with the federal court system.
Familiarity with the court administration and operations.
Education
Applicants must possess a law degree (J.D.) from a law school accredited by the American Bar Association (ABA). Qualifying education must have been obtained from an accredited college or university recognized by the Department of Education.
