About the Position:
This position is with DoD Education Activity, Office of the Chief of Staff Operations Plan, Legislation & Policy Operations & Plans Branch.
Duties
Manage a comprehensive agency-wide program - planning functional requirements, setting program priorities and providing advice, counsel and instruction for assigned functions.
Determine and manage assigned project budgets and schedules, to include contracting requirements, ensuring emergency management programs are sufficiently resourced.
Establish milestones and deadlines for completion of assignments, projects and tasks, for all team members.
Adjust project priorities to accomplish the workload and to ensure timely accomplishment of assigned tasks.
Develop an annual, comprehensive action plan for program sustainment and new program development and implementation.
Determine applicability of guidance to the organizations mission in conjunction with local requirements.
Execute responsibilities for emergency response to disasters and national security emergencies.
Manage the development of organizational crisis management plans in coordination with installations to prevent, prepare for, respond to, and recover from a crisis event.
Requirements
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.

- One year trial or probationary period may be required.
- Appointment subject to a suitability/fitness determination, as determined by a background investigation.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- You may be required to sign a transportation agreement.
- This is a Financial Management Level 1 Certified position. Must comply with the requirements of DoD FM Certification program within the allotted time frame. Failure to obtain within required time may be subject to adverse action.

Specialized Experience:
One year of specialized experience which includes: - Managing an agency wide program, to include policy requirements, resourcing, and program oversight; Collaborating with internal and external stakeholders to plan and manage critical program functions; managing established Information Technology (IT) Systems to include policy requirements, resourcing, and program oversight; and developing and support the execution of annual training and exercise plans.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12
