This position is part of the Defense Human Resources Activity. The incumbent will be responsible for establishing DHRA emergency management policy, procedures, and practice to implement DHRA decisions and policy based on Executive Orders, Federal Statutes, National Response Framework, National Incident Management System (NIMS), and guidance form the Incident Command System (ICS) Agency Emergency Management.
Duties
As a EMERGENCY MANAGEMENT SPECIALIST at the GS-0089-13 some of your typical work assignments may include:
Incumbent implements and administers national level Department of Defense (DOD), Department of Homeland Security Federal Emergency Management Agency (FEMA), and DHRA Emergency Management Policy
Develops reviews and exercises multi-discipline and multi-jurisdictional all-hazards emergency plans and procedures
Designs and develops resources and implements the DHRA primary and alternate COOP
Ensures COOP personnel are properly trained to manage and operate the COOP within a common operating picture
Reviews and interprets Department of Defense (DOD), Department of Homeland Security Federal Emergency Management Agency (FEMA), and DHRA policy issuances to determine applicability, objectives, and required implementation for the Agency
EM provides the guidance to protect personnel and property from all-hazards, including terrorist acts, national emergencies, man-made and natural disasters, increased terrorist threat conditions, significant criminal activities, civil disturbances, or other contingencies that would seriously affect the ability of the Agency to perform its mission

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Design, develop, and implements Continuity of Operations Plan (COOP) plans and support agreements.
Draft and finalize policies based on policy issuances for the Emergency Management Program
Analyze, refine, and optimize workflows that enhance workflow efficiency and effectiveness.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
