The position of Administrative Officer, Dental Service is responsible and accountable to the Chief, Dental Service of the Central Texas Veterans Health Care System. The Administrative Officer has the principal responsibility to plan, develop, and oversee the day-to-day operations of dental service activities. These responsibilities require direct involvement with Dental Health Care Providers, Dental Hygienists, Dental Assistants, and Dental Laboratory Personnel.

Duties

The Administrative Officer's (AO) responsibilities include: acting as a resource individual with respect to interpretation and references on local and national VA regulations with expertise in broad administrative levels as a coordinator who has contact with all medical and service disciplines at CTVHCS. The AO is responsible for independent performance of duties as delegated by the Chief Dental Service. Duties include, but are not limited to: Reviews and interprets local, national VA administrative and personnel publications. Maintains a working knowledge of federal, VA, and local policies and regulation. The Administrative Officer will ensure Dental Service activities are consistent with the guidelines as outlined by local, VA and JCAHO guidelines and directives. Coordinates and prepares the annual budget plan, budget worksheets and budget forecast in collaboration with the Chief Dental Service. The AO will be directly involved with the Chief Dental Service in the long range planning for modifications of existing programs or for planning for new patient care programs including estimating financial requirements for manpower, supplies and equipment. Provides oversight of budgetary controls to ensure maximum resource management between the Austin, Temple and Waco facilities. Maintains current CMR planning and prioritizing equipment and supply needs within the Dental Service. As such, the Administrative Officer is responsible for monitoring equipment replacement dates, anticipating future material support needs and coordinating with Bio-Med for any required repairs. Incumbent is responsible for accurate preparation of all equipment requests. Approves the purchase of supplies and equipment from multiple fund control points. The Administrative Officer is responsible for developing and monitoring data collection systems for reports and information unique to the Dental Service. Incumbent maintains, prepares and submits monthly data production reports for all three sites. These reports are used to monitor workload and productivity, analyze effectiveness and for funding appropriations. Also prepares costs analysis for Dental Services, comparing the private sector with the VA to determine cost effectiveness of the service. The Administrative Officer (AO) has an advanced educational responsibility for all administrative duties of the independent Dental General Practice Residency Program. The AO sends out and receives all applications from inquiries to the program. Additional related activities include the reception, maintenance, initial review for completeness of all supporting application documents, and the coordination of all applicant interviews with teaching staff Incumbent will then process required paperwork through the House Staff Review Committee and Human Resource Management after selection has been made. Other activities include independent preparation of annual residency training reports and may act as liaison with other services and affiliated institutions that are involved with the resident training program. Serves as a member of committees as appropriate. Responsible for the preparation of the Service's annual reports as needed, independently prepares and initiates fee basis agreements for consultants who are affiliated members of the Dental Service independent General Practice Residency and is further responsible for the annual renewal and maintenance of these agreements. The Administrative Officer is responsible for overseeing all personnel actions within the Dental Service. Included are the preparation and submission of SF 52's and the preparation and submission of request to the Resource Committee for staffing. This will include the drafting of performance standards, writing position descriptions, and assists in the recruitment and hiring of employees that are capable of accomplishing the goals and objectives of the Dental Service. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/26/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzes and advises senior management on problems within various programs; contributes to policy and decision-making processes; develops and implements policies; gathering data; analyzing cost-benefits; knowledge of advanced administrative duties; assists with surveys and audits; performing inventory and miscellaneous investigations; exercising fiscal management responsibilities in developing budgets; knowledge of privileging and credentialing of medical staff; personnel management and administration; knowledge of human resources functions; knowledge of VA policies and procedures as they relate to the hospital mission/goals and the Dental Service. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related to the work of the position. (TRANSCRIPT REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate education. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
