The AO has final administrative decision-making authority, responsibility, and accountability on issues impacting the operations of the Mental Health (MH) Residential Rehabilitation Treatment Program (RRTP). The responsibilities encompass proper utilization/scheduling of clinics, material resources, space allocation, and the supervision of administrative staff. They perform administrative, analytical, and evaluative work related to operations to ensure integrated goals and priorities are met.
Duties
Duties include but not limited to: Responsible for short and long-range planning; Review of labor mapping for providers; Review of clinic utilization and workload (FPPE and OPPE) for all providers; Establishes operating guidelines, assigns work requirements, coordinates activities; Resolves technical work problems not covered by established policies and resolves differences between administrative personnel and clinical staff; Assists in developing independent VistA workload reports, to identify areas of inaccuracy or vulnerability, determine causes and develop corrective means and advise if necessary.
Assist in the development of a yearly strategic plan with objectives and quantifiable goals to be reached by targeted time periods; Request customer service goals, equipment utilization and needs with thorough; Shares oversight responsibility with the Chief of Domiciliary Temple and the other Program Managers throughout the CTVHCS for performance appraisal and merit pay programs; Reviews appointments and recommends promotions, incentive awards, disciplinary and adverse actions, and separations; Primary liaison with the Union and the Equal Employment Office (EEO)
Plans work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work; Assigns work to subordinates based on priorities, selective consideration of difficulty and requirements of assignments; Gives advice, counsel, or instruction to employee on both work and administrative matters; Performs special investigations for the Medical Center Director provides written responses to patients' inquiries (Speak to the Director), Congressional, OIG, and Presidential inquiries for Medical Center Director's signature
Assists MH&BM, as required, in matters regarding space, physical improvement to the residential programs and treatment areas, repairs and installation of equipment. Incumbent provides the administrative Officer, MH&BM budget submissions and forecast, overtime usage, fund control point usage, equipment management and inventory, personnel management, and space issues in order to present a total resource picture to the ACOS, MH&BM and higher management.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provide personnel administration and administrative Management and Supervision in a large, complex health services environment; uses computer applications such as word processing, desktop publishing, spreadsheets, and database management for the execution and completion of administrative projects, reports, and official business; thorough knowledge of program planning, developing, and implementation of theories, development of long-range and short term development strategies, organizational development, and management and motivational techniques; a sound knowledge of the activities of all services within the integrated health care system, including service delivery, workload tracking, and patient flow, national and local initiatives and goals, special programs in effect at the medical centers and CTVHCS mission. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree; or, 3 full years of progressively higher-level graduate education leading to such a degree; or, LL.M.., if related. (TRANSCRIPT REQUIRED). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Ph.D. or equivalent doctoral degree; or, 3 full years of progressively higher level graduate education leading to such a degree; or, LL.M.., if related.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
