This position is responsible for the successful performance of Engineering Services with regard to administrative management, budget, procurement, contract administration, communication and report preparations, access metrics, customer satisfaction, quality of services provided, and efficiency of service.
Duties
As the Administrative Officer, you will:
Be responsible for maintaining, coordinating, and integrating a system of staff services designed to provide effective managerial control over service resource utilization
Serve as principle advisor on all administrative management matters associated with Engineering Services programs and operations
Responsible for maintaining productive relationships with services that support the mission, goals, and objectives of the Engineering Services, including Clinical Applications, Environmental Management, Fiscal, Health Information Management, Human Resources Management, Logistics Management, Office of Information & Technology, Police, Quality Management, & Safety
Conduct and coordinate inter- and intra-service studies, audits, and analysis of Engineering Services, functional relationships, and internal administrative procedures
Serves as approving official for supplies and services purchased
Analyze and manage work order schedules to ensure VAPIHCS services are completed within guidelines
Oversee and monitor Engineering Services' meeting workload and productivity measures
Responsible for providing specialized data support and guidance for hospital strategic planning, performance management, and operations
Identify and recommend ways of combining, eliminate, simplify, and improve procedures and processes
Manage fund control points with various and complex requirements to include procurement, leases, and contracting timelines
Manages budget formulation and execution for changing budget calls, reviewing guidelines and instructions; briefs staff of schedule and data requirements for budget data
Collaborate with staff to plan, coordinate, implement and evaluate the ongoing effectiveness, specific to Patient Safety/Risk Management and Performance Improvement/Quality Management
Analyze workload data to identify systemic problems and/or improvement opportunities
Designs organization-wide operations improvement efforts
Manage procurement and contracting: Preparing procurement requests, evaluate requests for quote, serve as Contracting Officer's Representative
Work Schedule: Monday through Friday, 7:30am to 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/23/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:GS-09:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-07; examples of specialized experience would typically include, but are not limited to: Comprehends the critical balance between the administrative and clinical functions in the health care delivery system; Responsible for planning, allocation of resources, and forecasting trends impacting needs for resources; Works with stakeholders to identify the service budget needs and negotiates with management to arrive at appropriate funding levels that make the most effective use of resources in accomplishing the service needs; Responsible for writing statement of work as required for contracts in accordance with the Federal Acquisition Regulations (FAR); Serves as the principal advisor on all administrative management matters associated with Engineering Services programs and operations; Participates in management discussions, decisions, and policy making, and provides program direction to both the engineering sections and administrative staff within Engineering Services; Formulates policies and scheduling procedures, ensuring compliance with VA regulations, statutes, and the standards and requirements of various internal and external review bodies (e.g., Office of Inspector General, The Joint Commission). NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week.

To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. of J.D., if related to the position. Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate level education beyond the first year in a degree directly related to the position in order to be creditable.(Transcripts Required)

Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books, and papers; some walking, standing, and bending. No special physical qualifications are required.
