The position is in the Office of the Under Secretary for Benefits, Office of Program Integrity and Internal Controls (PI&ICs). The office serves as VBA's oversight liaison with the Office of Inspector General (OIG) and the Government Accountability Office (GAO), coordinating and facilitating oversight activities with VBA business lines and staff offices. The incumbent serves as the Senior Program Analyst.

Duties

Specific duties include: Performs analytical and evaluative work associated with business line and/or program activities. Serves as one of VBA's primary points of contact for all internal and external inquiries regarding VBA oversight and integrity-related issues. Reviews, prioritizes, and addresses substantive and complex issues impacting the planning, implementation and evaluation of programs and initiatives. Ensures initiatives are executed in accordance with approved technical policies and procedures, statutory and regulatory requirements. Ensures that VBA standards and general polices are followed. Provides detailed documentation and supporting evidence regarding vulnerabilities and proposed corrective actions. Reviews submitted responses from business lines for completeness, as well as technical and substantive compliance with management and department policies. Develops, implements, and schedules ongoing risk analyses and assessments of VBA operations to be conducted by business lines, staff offices, and regional offices. Ensures VBA response to all formal or informal inquiries, including official correspondence packages are timely and complete; appropriate in content and format, and include required concurrences. Follows established procedures and maintains current information in all internal and external reporting systems and tracking tools, e.g., VA VIEWS CCM, VBA COS Track Force, OCLAGAO VIEWS Module, PI&ICs External Oversight Tracking System database. Analyzes and prepares program status reports for review at all levels. Ensures timely VBA and/or VA-wide concurrence on assigned matters. This requires a high degree of objectivity and effort to identify, eliminate, and reconcile conflicts between organizations. Reviews responses and actions requiring the approval of the Deputy Chief of Staff, Chief of Staff and other VBA leadership, including development of complex and sensitive documents, such asOIG Hotline case referrals. Performs necessary research and contacts key officials to clarify oracquire needed data. Follows up on issues as necessary to ensure appropriate action is implemented timely. Serves as an advisor to top management, developing recommendations and support for potential changes in program implementation and the impact on VBA programs and resources. Develops feedback and recommendations for program officials and management and works to have viable recommendations accepted by operating components. Recommendations may include the design or development of new or modified work methods, procedural or systems variations for improving program operations. Evaluates processes making recommendations for effective organizational change and methods for improving operational efficiency. Participates in discussions and meetings with agency officials, senior subject matter and technical personnel, and other federal agency officials to secure and provide information; investigate facts; present conclusions, recommendations, and alternatives; obtain concurrence; develop alternate courses of actions; and mutually resolve problems. Advises management of unique conditions and issues impacting program activities, providing recommended guidance and interpretation of new and changing oversight issues. Plans, organizes, and conducts the more difficult and complex studies, confidential projects, and/or management directed studies to determine strengths, weaknesses, and best practices. Coordinates all studies and analyses with the appropriate offices within VBA to avoid overlays and duplication of effort. Recommends appropriate responses as a result of such studies and develops implementation plans. Manages and facilitates special projects related to internal and external oversight reports and activities. Researches and analyzes program integrity related activities and internal controls efforts operating in the public sector and/or private industry to establish, modify or maintain the VBA integrity program. During absences and when designated, acts on behalf of the Director, PI&ICs. Manages and assigns workload and ensures accuracy and exercises approval of work products and correspondence packages. Represents the Director, PI&ICs and VBA at high-level meeting and briefings, as necessary. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:07/24/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. For a GS-14 position you must have served 52 weeks at the GS-13 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-13). Candidates must show demonstrated experience and comprehensive knowledge coordinating, managing, and facilitating activities of assigned audits and reviews to include serving as the representative on behalf of the organization at entrance, interim, exit and other face-to-face meetings. Examples include, but are not limited to: -Experience in managing and reviewing correspondence for technical and substantive compliance with management and department policies, including reviewing for grammar, punctuation, and other organizational style requirements priorities. -Researching, interpreting, and applying VA policies, and processes. -Providing oversight of programs, projects, policies relating to any facet of VA operations and developing and recommending appropriate actions to improve efficiency and/or effectiveness. -Providing strategic communication, planning advice and consultation to higher level management and agency officials. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with attending meetings and conferences. Work may require carrying light items such as papers, books, or small parts. The work does not require any special physical effort.
