This position is located at Departmental Offices, Office of Capital Access, Deputy Chief Program Officer for Small Business and Community Programs. As a Program Director (Restore Act), you will be overseeing Treasury's awards administration and monitoring functions for the Gulf Coast Restoration Trust Fund.

Duties
As a Program Director (Restore Act), you will:
Formulate, develop, and promulgate policies and procedures related to awards administration for the Treasury's role in administering the Gulf Coast Restoration Trust Fund.
Serve as Program Director to the RESTORE Act team and principal authority for Treasury's role with regard to awards administration and monitoring under the RESTORE Act.
Authorize and administer pre- and post-award operations and exercises oversight of such operations to ensure coordination, efficiency, responsiveness, and adherence to sound servicing principles, policies, and operating methods in the awards program.
Direct the establishment and execution of appropriate Compliance policies and procedures to ensure grant awards comply with appropriate federal and state regulations, that trust fund monies are used according to the purposes outlined in the RESTORE Act, and that appropriate measures are taken to prevent fraud, waste, and misuse of resources.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized experience for the GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service, public or other private sectors. Specialized experience for this position includes:
Managing a grants program; AND
Reviewing and approving grant applications; AND
Overseeing or working closely with a grants compliance team to identify and resolve grant compliance issues; AND
Supervising grants staff; AND
Establishing effective working relationships with grantees within state and local governments; AND
Overseeing the programmatic and policy aspects of a grants program, as a grantor or grantee including working with legal counsel to provide interpretive guidance on statutory and regulatory requirements, as well as the application of relevant Code of Federal Regulations (CFRs) and applicable Executive Orders.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
