Duties
The duties and responsibilities of the Fleet Manager includes, but is not limited to the following:
Program Administration
Operates fleet according to overall fleet management policies, previous training and procedures set by the Medical Center, VA, and General Services Administration (GSA) guidelines, and previous training and procedures established by higher organizational levels. Manages and operates a complex fleet of motor vehicles ranging from subcompact sedans and station wagons to heavy trucks and special-purpose vehicles to support activities and components of the programs within the agency.
Incumbent serves as liaison to the Assistant Hospital Housekeeping Officer, EMS, and Business Managers of the Medical Center and remote sites providing guidance on fleet management requirements and supporting the completion of administrative activity to ensure appropriate consideration of requests.
Work is reviewed in the form of utilization rates, vehicle downtime, cost, miles operated, trips completed, and handling of agency problems. Annual on-site inspections by the VISN Fleet Manager provide a spot evaluation as to the manager's performance in the areas of cost control and quality of service.
Incumbent creates contacts with manufacturer representatives and top management officials of user and other agencies (car dealerships and DMV, etc.); commercial maintenance establishments and sources and commercial vehicle rental companies; management and administrative officials of GSA; and routine contacts with state and local governments,
commissions, and other entities (DMV and State or local disaster training officials, etc.).
Serves as approving official for purchase cards and vehicle fleet cards managed by staff, verifying and reconciling invoices and routing for next-level approval.
Fleet Manager is responsible for overseeing the daily operation of the unit.
Supervisory Duties
The position functions as a "first level" supervisor over the Fleet Management Section - consisting of approximately two (2) Transportation Assistant positions, one (1) Equipment Facilities and Services Assistant, and one (1) Supply Technician.
Fiscal Management of Fleet
Manages and assesses the effectiveness of all financial aspects of fleet operations, operating funds, initiating commercial job orders, controlling vehicle operating and administrative inventory, and initiating processing of billings and adjustment to service. Analyzes overall fleet operations as to proper utilization and recommends changes to vehicle types and sizes.
Maintenance & Service Contracts of Fleet
Plans, directs, and administers the complete maintenance program for standard and a variety of special-purpose vehicles. Arranges for type and quantity of required vehicles. Administers contracts, ensuring adherence to all terms for Fleet. Enters into service agreements for maintenance, fuel, and related services with other Federal agencies when cost and other considerations indicate a benefit to the government will result.
Performs other duties, as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/25/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-8. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience for the Fleet Manager would typically include, but are not limited to: Experience managing and/or overseeing Fleet Management Operations, Prior Supervisory Experience overseeing work scheduling, Performing Time-Keeping Duties, Performance Management Duties, and Fiscal Management of Fleet Operations.

Physical Requirements: Work is sedentary; however, it also involves driving motor vehicles for short distances, walking,
standing, bending, and carrying of items including books, files, forms, supplies, and parts. Travel is required for inspection of maintenance and repair work, accident investigation, and visiting customer agencies.
