About the Position: Serves as the Administrative Officer for Operations Division. The Division is a complex organization executing multiple missions at dispersed sites in Washington, Idaho, and Montana. These include the operation and maintenance of hydropower projects, multiple purpose facilities such as recreation areas, fish ladders, navigation locks and flood control projects, channel and harbors maintenance, regulatory and natural resource management, and emergency management programs.

Duties

Coordinate and provide liaison on all personnel related actions within the Division and servicing HR Civilian Personnel Advisory Center. Assist Division managers in participation in programs such as: Management improvement; work simplification; performance awards; safety; waste, fraud, and abuse; physical space; regulation updates, and the Information Technology Acquisition Plan. Coordinate and collaborate with management officials and representatives of HR organizations to discuss controversial HR related matters where there is sensitivity and disagreement among interested parties. Serve as the point of contact for Division manpower issues ensuring that planning and staffing of the Division is consistent with anticipated workload, resources, and regulatory guidance. Serves as the Division training program manager and coordinator. Evaluates adequacy of actions and contents, coordinates further with operating officials, if necessary, and prepares final Division replies. Performs the full range of supervisory duties over three Administrative Support Assistants.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
