In cities across the country, you would secure airports, seaports, railroads, highways, and/or public transit systems, thus protecting America's transportation infrastructure and ensuring freedom of movement for people and commerce.
Duties
This Transportation Security Specialist position is located in Surface Operations, Security Operations, Department of Homeland Security (DHS). Duties include but are not limited to:
Leads all coordination efforts between with the Department of Homeland Security (DHS), TSA's Office of Enrollment Services and Vetting Programs (ESVP) and the Regional Security Directors (RSDs), and their respective staff regarding the REAL ID recertification program.
Leads the development of guidance and updates to staff at headquarters and field regarding the conduct and implementation of REAL ID recertification.
Leads handling of all inquiries, correspondences and written communications from headquarters through the RSDs regarding the REAL ID recertification process for the applicable 56 jurisdictions. This includes record keeping and tracking recertification deadlines, and developing and maintaining collaborative, productive and professional relationships with government representatives to enhance security awareness and foster functional partnerships.
Leads the development of briefings, memos and other documentation identifying key program results, program focus areas including trending finding and non-compliance issues.
Leads the development of possible solutions, recommendations and best practices for resolving national-scale issues that arise based on REAL program findings.
Leads the production of REAL ID related reports for leadership including building, managing and updating dashboards or other data infrastructure to maintain accurate reporting across the regional and field.
Leads the development, maintenance and implementation of training and oversight of processes implemented with respect to REAL ID recertification.
Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Reviewing surface transportation regulations, programs and processes to develop recommendations to improve effectiveness and efficiency of surface operations.
Formulating performance recommendations and/or action plans based on analytical results.
Engaging with transportation partners in both a regulatory and non-regulatory environment to obtain security outcomes.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
