Duties

As a Supervisory Computer Scientist (Data Scientist), you will: Serve as a Branch Chief, with the full scope of supervisory, managerial, surveillance and data science oversight to staff in the branch Develop and recommend policies for the execution of programs/systems, determine effectiveness of current programs/systems, and recommend or develop new or revised programs/systems as they relate to preventing or controlling disease, injury, and disability Supervise a staff of health scientists, epidemiologists, and other professional, technical and administrative staff, utilizing subordinate team leaders to plan, direct, coordinate, or oversee work Provide leadership to stimulate and encourage scientific, technical and administrative direction of outside professional societies and organizations to expand and diversify research programs Work closely with a cross-functional team to deliver information technology services and tools for environmental public health purposes Lead the development of program policy and objectives, short and long-term goals, program strategies, and operating policies Provide technical advice and assistance on public health information systems within and outside the organization and its constituents and serve as an agency expert in new and emerging information technology tools, platforms and methods Prepare comprehensive reports that include discussion of substantive issues related to data science methodology for public health surveillance and related applications, assessment of the adequacy and quality of data used in the analyses, and explanation of the methods, results, and relevance to the health issue under study Provide strategic planning, systems needs assessments, identifying and resolving gaps, describing data standards and data exchange needed across systems, and developing standards for system interoperability Collaborate with agency, interagency and multilateral organizations to develop standards, tools, and guidance to improve the secure collection and use of public health associated data

Requirements

Qualifications

All qualification requirements must be met by the closing date of the announcement. Basic Qualifications: Bachelor's degree in computer science or Bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. Minimum Qualifications: To qualify at the GS-15 grade level, you must have at least one year of specialized experience at or equivalent to the GS-14 grade level, which must include the following experience: planning, managing, and evaluating the design, development, implementation, and maintenance of information systems for public health programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
