This position is located in the Executive Office of the President (EOP), Office of the National Cyber Director (ONCD). The incumbent assists in leading the Supply Chain and Technology Security Directorate within the ONCD and serves as the principal staff member responsible for the formulation, coordination, and implementation of policy related to supply chain and technology security.
Duties
As a Deputy Assistant NCD for Supply Chain and Technology Security, GS-0301-15, your typical work assignments may include the following:
Assists in planning, directing, and coordinating the development and implementation of policies on U.S. technology and ecosystem security, to include supply chain security, technology security, product security, and security of emerging technologies.
Works with the Intelligence Community (IC), the Cybersecurity and Infrastructure Security Agency (CISA), Department of Commerce, Department of Defense, and Department of Treasury, and other departments and agencies, on developing a fulsome understanding of threats and risks of new, emerging technologies to the cyber ecosystem, to include the threats and risks posed by foreign suppliers and U.S. dependence on foreign supply chains.
Works with the National Security Council, CISA, Department of Commerce, and the Department of Treasury to develop and implement new strategies or policies to address emerging policy gaps related to supply-chain and technology security.
Coordinates with international, state, local, tribal, and territorial partners, and the private sector in advancing technology and cyber ecosystem issues, attaining a better understanding of the effectiveness of U.S. government programs, and ensuring stakeholder views are accounted for in national policy and strategy priorities.
Works with the IC to identify long term threats and risks to develop strategies to ensure that the U.S. Government is positioned to address such issues.
Prepares the ANCD-Tech, NCD, and DNCDs for meetings involving U.S. cabinet officers, foreign dignitaries, and members of Congress concerning technology and cyber ecosystem issues.
Responsible for all matters pertaining to the formulation, coordination, and implementation of United States Government policy related to information communications technology and technology security issues.
Ensures that matters affecting technology security and the technology supply chain of the United States are given early consideration for decision at the highest levels of government in negotiations with representatives of foreign governments through bilateral or multilateral contacts, and/or legislation or other actions directed by Congress.
Participates in, and if called upon, organizes special interagency studies, analyses, and policy papers on cybersecurity strategy and other related policy matters of immediate concern to senior ONCD officials.
Synthesizes the views of various executive branch agencies in order to develop comprehensive and coherent strategy policy recommendations for consideration by senior ONCD and U.S. policymakers.
Assists the ANCD-Tech and NCD or DNCDs, as needed, in fulfilling their responsibilities and represents the views of the ONCD as appropriate in senior level inter-departmental meetings.

Qualifications
MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.
TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.
ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.
You may qualify at the GS-15 level, if you meet the following minimum qualification requirement:One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector that demonstrates 1- familiarity with memory safe programming languages, microchip and semiconductor security architecture, and formal methods; 2-conducting technical assessments and red-team activities of hardware and software systems; 3-working on technology security issues within the intelligence community; 4-managing and leading teams; and 5-leading technology and cybersecurity policy initiatives at a senior level, including participation in the NSM-2 process.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
