Incumbent is a Supervisory Loan Specialist on the Housing Programs Staff of a USDA Rural Development State Office. The staff designs, implements, and evaluates assigned housing programs for the geographic areas encompassed in the responsibilities of the Office. The incumbent implements complex loan/grant programs and leads a group of operating loan specialists in carrying out the single-family housing (SFH) programs of the agency.
This is NOT a remote position.
Duties
Design, implement, and evaluate assigned aspects of the housing programs for the geographic areas encompassed in the responsibilities of the office.
Plans work to be accomplished by subordinates, sets and adjusts priorities, and prepares schedules for completion of work.
Participates in planning and evaluating statewide program activities.
Responsible for actively supporting the civil rights, fair housing, equal opportunity, diversity and inclusion programs in the office and communicating support to others
Assists in the development and implementation of RD’s partnering outreach and marketing programs for the serviced area and provides input into increasing the effectiveness of RD’s marketing efforts.

- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet the Time-in-Grade (TIG) requirement of 52 weeks of service at the GS-11 grade level in the normal line of progression for the position being filled.
For the GS-12 level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-11 grade level; or its non-Federal equivalent that demonstrates: Expert knowledge of Rural Development's Single Family Housing Direct Programs, mortgage lending, and consumer credit. 2) Ability to oversee the performance of required servicing actions related to a single-family housing loan and grant portfolio. 3) Analytic skills required to review individual income and credit data, determine eligibility, and calculate financial capacity for loans and grants under Single Family Housing Direct Programs. 4) Verbal and written communication skills necessary to serve in a public-facing role in an effective and professional manner. 5) Leadership skills required to effectively achieve established outcomes in a team setting.
