Duties

This position is located within the Department of the Interior, Bureau of Ocean Energy Management, Gulf of Mexico Region, Budget, Policy, and Regional Support Office, in Jefferson, LA At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: 1. Lead efforts in coordinating regional aviation, including developing and implementing policies and procedures for safe and cost-effective use of aviation resources. This involves managing all aviation matters related to emergency management, including single and multi-engine fixed-wing aircraft, rotorcraft, and Unmanned Aerial Systems (UAS). 2. Assist with the integration of UAS technologies into emergency management operations, developing guidelines for environmental monitoring, disaster response, and resource management. This includes managing emergency preparedness activities, such as Continuity Of Operations Planning (COOP). 3. Develop and implement administrative policies and procedures to ensure compliance with aviation safety regulations and operational excellence. Participate in teams to create and enforce BOEM and GOM administrative policies and procedures. 4. Collect, analyze, and summarize data to support decision-making processes and prepare detailed reports and presentations. Ensure the accuracy and adequacy of aviation safety data and related information management systems. 5. Identify training needs and coordinate training programs for employees involved in aviation and UAS operations, focusing on safety, compliance, and operational efficiency. This duty supports workforce capability enhancement and ensures staff are equipped with the necessary skills and knowledge. 6. Act as a key liaison between BOEM and external stakeholders, including federal, state, and local governmental agencies, to align aviation and UAS operations with regulatory standards. This duty requires effective communication and collaboration skills to manage relationships and advocate for new processes and technologies. 7. Provide key staff support and advice to the Chief of BPRS by recommending technical methodologies for achieving administrative program goals and objectives. Manage the Office of the Regional Director's budget and ensure cost-effectiveness and alignment with operational goals. 8. Manage regional conference coordination and assist in planning the scope of management studies, taking into consideration the breadth, difficulty, work environment, and communication needs of work assignments. Ensure that critical data and automated system interdependencies are continually monitored and addressed. BOEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information: Jefferson, LA GS-12: Step 1: $86,962 - Step 10: $113,047 per annum. This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements: To qualify for this position, you must meet the Specialized Experience for the series to which you are applying. Specialized Experience (Must be equivalent to the next lower grade level for which you are advertising) Specialized Experience To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Experience in supporting regional aviation coordination efforts, including the development and implementation of policies and procedures for aviation safety and emergency management. 2. Experience in assisting with the integration of new technologies into emergency management operations and developing guidelines for their use. 3. Demonstrated ability in collecting, analyzing, and summarizing data to support decision-making processes and in preparing detailed reports and presentations. 4. Skill in communicating effectively with a variety of stakeholders, including conducting research, providing advice, and making recommendations on policy or operational issues. 5. Experience in developing and implementing administrative policies and procedures to ensure compliance with relevant regulations and standards. Must meet all.
