Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Oil Spill Preparedness Division (OSPD), Preparedness Verification Branch (PVB) in Jefferson, LA. At the full performance level (GS-14) the major duties of this position include but are not limited to the following: 1. Develops and reviews Oil Spill Preparedness Division (OSPD) exercise plans and documentation to ensure they satisfy applicable requirements. Maintains a library of potential oil spill scenarios and conditions that can be used for future exercises. 2. Leads, instructs or assists team in in the development of objectives, materials, injects and the scenario for government initiated unannounced oil spill exercises; The incumbent may lead or participate in the planning, conduct and/or evaluation of the exercise. Also assesses the need for changes to associated Oil Spill Response Plans (OSRP's), response tactics and strategies, and/or exercises and training based on outcomes. 3. Identifies, develops and tracks lessons learned and corrective actions from Government-Initiated Unannounced Exercises (GIUE's), equipment deployments, and audits of industry exercises and trainings; tracks operator implementation of required corrective actions. Ensures an operator's oil spill response plan (OSRP) is promptly revised to incorporate lessons learned and corrective actions. 4. Maintains a continuous improvement program to identify, develop, track, and report internal and external lessons learned, best practices, and corrective actions from GIUE's, equipment deployments, and audits of industry exercises and trainings. 5. Prepares an annual exercise and lessons learned summary report, ad hoc reports, and maintain records of exercises and trainings conducted during the previous year, as required, and coordinate the preparation, presentation and communication of work-related information internally and externally. 6. Analyzes and evaluates the effectiveness and efficiency of OSPD's Training and Exercise Function and the GIUE program and providing recommendations and guidance to the Preparedness Verification Branch Chief and the Gulf Section Supervisor on improvements to the program. 7. Identifies appropriate training for BSEE exercise players. Attends and presents at selected required annual oil spill response training classes, hands-on equipment deployment exercises, and familiarization drills. Provides advice and information on the BSEE oil spill program to the trainees. Serves as recognized technical agency expert on oil spill related matters by participation in seminars, workshops, and outreach programs, and serving on panels and task forces. BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Range Information: GS-14: ($122,198 - $158,860) per annum. First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. This vacancy may be used to fill additional positions as vacancies become available. This vacancy is also announced as BSEE-EEGG-24-JB-063(DEU) for those applicants who wish to apply and be considered under Competitive Examining procedures. Work is primarily performed in an office setting, offices of offshore operators, at meetings and conferences, with occasional trips to offshore locations, equipment storage yards, and incident command posts. Travel by auto, plane, helicopter, or boat is required. Offshore travel is primarily conducted by contractor-owned response vessels. The in-office work environment involves normal everyday risks or discomforts typical of an office setting. Deployments to Incident Command Posts are typically in office settings and may require travel away from the duty station for long periods in excess of a week. Fieldwork, as described above in Factor 8, exposes the incumbent to adverse conditions such as weather, temperature extremes (above 90° F Wet Bulb Globe Temperature (WBGT) or below 0° F), and higher accident potential when offshore or in outdoor equipment yards and warehouse environments. The incumbent will typically spend 30-40 days per year conducting field work. Some work conditions may expose the incumbent to high noise levels, marine and other wildlife. The employee wears hardhats, safety glasses, safety-toe shoes, hearing protection, selected uniforms for the environment and takes other various safety precautions.

Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying. Specialized Experience: To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Leading or instructing teams in the development of objectives and the scenario for incident response exercises. 2) Evaluating Incident responses and exercises in order to develop and track lessons learned corrective actions. 3) Maintaining a continuous improvement program. 4) Providing guidance, training and instruction on incident response and exercises; AND 5) Ensuring incident responses and exercises are conducted in accordance with the National Incident Management System (NIMS) and Incident Command System (ICS) principles, the Homeland Security Exercise and Evaluation Program (HSEEP), and relevant federal statutes. Must meet all.
