You will serve as an Administrative/Technical Specialist (Workforce Manager/Analyst) in the Systems Engineering Department of NAVSURFWARCEN IH DIV.
This is not a high-grade position; therefore, the salary may be limited to a GS-13, Step 10 (currently $153,354).
Duties
You will oversee the E Department Personnel Resourcing Plan focused on optimizing the personnel resource mix for effective execution of technical programs.
You will manage departmental systems installed to maintain high levels of morale and track their effectiveness.
You will represent the E Department on division-wide task teams and panels in matters dealing with personnel policies and procedures.
You will develop and maintain a high level of sensitivity and awareness of management problems involving workflow, employee relations, organizational structure, functions, etc.
You will conduct appropriate research into problems and solutions and advise Department Head (DH), senior staff and other senior leaders of actions which could be taken to improve operations.
You will perform special projects on behalf of the DH to include briefings and interactions with senior level staff.
You will collaborate with personnel specialists in finding solutions to management problems arising from changes in work or environment which impact on jobs and employees.
You will investigate and implement improved business and management practices to ensure a high level of employee morale.
You will coordinate with Department's budget and finance section to determine affordability of proposed organizational structure in the context of having sufficient positions to allow branches to meet mission requirements.
You will analyze employee/organizational efficiency and productivity and recommend improvements in organization, staffing, new employee orientation, work methods, and procedures.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Work is performed primarily in an office setting which has adequate heat, light, and ventilation. May require some lifting, climbing, bending or stooping.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/12 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Conducting analytical research into employee/organizational problems and solutions to ensure efficiency and productivity and improve business and management practices. Examples of Qualifying Experience may include investigating and implementing improved practices; analyzing employee/organizational efficiency and productivity.
