The primary purpose of this position is to serve as a Computer Assistant/Telecommunications Equipment/Computer Operator to operate the Telecommunication Center's (TCC) and the Computer Operation Center's data processing computers/equipment in meeting the requirements of the organization by providing communications message/data information processing promptly and smoothly.

Duties

Operates and performs user maintenance on all communications equip, i.e., magnetic tape unit, line printers, modems, crypto, patch panels, etc in the Telecommunications Center (TCC). Operates a large-scale multiprocessing and/or multiprogramming computer having many peripheral devices and processing teleprocessing application programs, on-line, off-line, real time, and batch applications. Operates a Patch and Test Facility in support of the Telecommunications Center and Computer Operations. Analyzes and determines cause of malfunctions related to hardware, software, or environment and initiates corrective action. Performs periodic or scheduled preventive maintenance for a variety of complex systems. Performs administrative functions. Provides state-of-the-art, on-the-job technical training, guidance, and direction to lower level operators. **PLEASE NOTE: Unit is located in Freeport, FL which is 35 miles east of Eglin AFB main.**

Qualifications

This is a target position with known promotion potential to the full performance grade of GS-09. Selection can be made at any grade for which determined qualified. May be non-competitively promoted to the interim or target grade, subject to meeting eligibility/qualification requirements, at management's discretion. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Clerical and Administrative Support Positions and the Proficiency Requirements, Computer Assistant Series (GS-0335).https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=Group-Standards GS-07 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes: Application of the basic principles, concepts, and methodology used in Computer Operations field; Applying basic principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments. GS-08 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: Operating one computer system dedicated to receive/relaying messages and another large-scale computer system operating in a multiprocessing/multiprogramming environment to process incoming and/or generate outgoing message/data traffic; Solving operating problems that do not respond to standard computer console command combinations and procedures; Using diagnostic test programs to isolate the cause of problems, choose a course of action likely to succeed from among several alternatives, and adapt it as necessary to the specific conditions. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes: Utilization of computer operations to monitor the flow of message traffic, identify and correct systems problems, start and restart the system, load program, and operate peripheral devices through the console; Using computer hardware and software systems and their interfaces and higher level programming languages comparable to COBOL and FORTRAN and other job control languages; Application of data content and output options for a variety of administrative, scientific and/or technical program applications that are processed on any of several multi-program operating systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-07/GS-08 KSAs: Knowledge of basic principles, concepts, and practices of computer operations and problem-solving rule, procedures, techniques, and methods. Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform entry-level assignments in computer operations. Skill in communicating factual and procedural information clearly, orally and in writing. Ability to analyze problems to identify significant factors, to gather pertinent data, and recognize solutions. Ability to plan and organize work and consult effectively with co-workers. GS-09 KSAs: Knowledge of an in-depth body of telecommunications and computer operating systems and associated equipment configurations, including peripheral and teleprocessing equipment and connecting channels including telecommunications and computer operations problem solving rules, procedures, techniques, and methods. Knowledge of system control language and terms for console commands, communication and security regulations, guidelines, traffic flow, and procedures, and the appropriate environmental standards necessary for continuous telecommunications and computer operations. Knowledge of DoD and Air Force automated data processing and networking standards, policies, and techniques, computer operations to monitor the flow of message traffic; identify and correct systems problems; start and restart the system; load program; and operate peripheral devices through the console, data content and output options for a variety of administrative, scientific and/or technical program applications that are processed on any of several multi-program operating systems, and facility environment and infrastructure to support computer systems. Knowledge of computer hardware and software systems and their interfaces; and higher-level programming languages comparable to COBOL and FORTRAN and other job control languages. Ability to operate a computer having many peripheral devices, isolate and resolve telecommunications and computer processing problems, use and maintain a computer system, equipment, and software; analyze computer network, software, and hardware problems and develop effective and economical solutions; and train users on new computer systems. Ability to communicate effectively, both orally and in writing and ability to send messages in the proper formats, make necessary corrections if possible, or return the messages to the originators; route messages by referring to manuals when the messages are not directed to addresses that are routed automatically; distribute incoming messages to the proper addressees; request retransmission of garbled or incomplete messages from other centers and provide retransmissions to them as needed; and advise customers of proper telecommunications procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
