About the Position: This vacancy exists within the office of the PEO CS&CSS. Positions will be specifically located in the PEO CS&CSS, Joint Program Office, Joint Light Tactical Vehicles. However, the referral list generated by this announcement may be used to fill future vacancies in the PEO CS&CSS & PEO GCS, with duty location at Warren, MI and/or Selfridge, MI.
Duties
Serves as a Supervisory Program Officer for various Acquisition (ACAT) I, II and/or III programs within the Project/Product Managers (PM) Office.
Coordinates and develops procedures relating to financial management, acquisition, implementation, distribution, and logistical support for the hardware, software, supplies, and services required by the project.
Evaluates financial resources in light of the technological capabilities available in the commercial marketplace.
Identifies and balances risks, selects alternatives and plans how to best accomplish the goals and objectives of the project within recognized guidelines.
Projects major project milestones and events necessary to complete the strategic implementation of the acquisition project.
Oversees the preparation of Requests for Proposal, Statements of Work, Contract Data Requirements Lists, specifications, acquisition plans and evaluations plans.
Conducts In-process Reviews for assigned projects.
Performs the full range of administrative and technical supervisory duties .
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 25% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectee must meet position requirements for practitioner certification in (A) Program Management within 60 months as of entrance on duty.
- This is a Critical Acquisition Position (CAP). Incumbent must meet the requirements for CAP.
- This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.

SPECIALIZED EXPERIENCE: In order to qualify for this position based on experience, your resume must describe one year of specialized experience equivalent to the NH-03 (or GS-13 equivalent) level in the Federal service which includes the following: (1) Developing procedures relating to financial management, acquisition, implementation and logistical support for the hardware, software, and services required by the project. (2) Performing contract administration by conducting contractor programs reviews, approving data items, waivers/deviations, and engineering change proposals. (3) Managing the activities engaged in the acquisition of the programs for the implementation of the system such as the plan, program, and budget for the project. (4) Assisting in the preparation of Requests for Proposal, Statements of Work, Contract Data Requirements Lists, specifications, and acquisition plans.
The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 (or GS-13 equivalent).
