The Supervisory Human Resources Specialist position is located in the Department of Administrative Services (DAS), Human Resources Office (HRO), Court Human Resources Division (CHRD). The HRO provides human resource program leadership, services, and solutions to enable the U.S. courts and the AO to define, recruit, manage, compensate, reward, develop, and retain a highly skilled workforce.
Duties
This position will report to the Chief, Human Resources Officer in the Human Resources Office (HRO), Department of Administrative Services (DAS). The HRO is seeking an exceptional Supervisory Human Resources Specialist to join its management team and serve as the Chief of the Court Human Resources Division (CHRD). The CHRD provides a wide variety of HR services in a fast-paced environment, including personnel action and payroll processing, human resources advisory assistance, recruitment services, and operational policy guidance. The incumbent must have excellent communication, strong interpersonal, organizational, and analytical skills. The ideal candidate must have experience in a team environment, and the ability to work collaboratively with all stakeholders both internal and external to the HRO.
The duties of this position include, but are not limited to:
Leading the CHRD in a manner that fosters a productive and respectful work environment; and ensuring professional growth for staff and the provision of excellent customer service.
Overseeing the management of work assignments and processes within CHRD to ensure equity and efficiency, as well as cross-training and succession planning.
Providing guidance, training, and counsel to judges, executives, HR professionals, and supervisors in court units and Federal Public Defender Offices on a variety of HR matters, including recruitment, position qualification, position classification, compensation, and Judiciary appointing authorities.
Identifying and overseeing the creation and dissemination of resources to expand knowledge and compliance of Judicial Conference policy, including checklists, how to guides, frequently ask questions (FAQs), manuals, and webinars.
Identifying and overseeing the implementation of standard operating procedures and knowledge sharing amongst CHRD staff.
Representing CHRD during advisory group and council meetings; and presenting on topics and issues that impact policy recommendations regarding Court human resources programs and activities.
Serving as the HRO subject matter expert on personnel and payroll processing to propose, direct, and coordinate efforts that comply with Judicial Conference policy.
Providing recommendations and guidance to HRO leadership on effective position management, classification, and staffing strategies.
Collaborating with other HRO division chiefs to ensure integration across human resources functional areas and with AO staff outside of the HRO to advance HRO and AO initiatives.
Providing oversight and direct supervision to managers and employees performing payroll, staffing, and recruitment services functions.
Serving as the subject matter expert and provide expert-level guidance on processing personnel action requests in Human Resources Management Information System (HRMIS); and working with other AO staff to enhance HRMIS functionality, end-user experience, and compliance with Judicial Conference policy.
Ensuring compliance with AO policies for CHRD staff regarding leave and attendance, recruitment, performance management, travel, and employee recognition.
Establishing and maintaining productive working relationships with staff and members of leadership of the AO, court units, and FPDOs.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below:
Leading the development, implementation, and management of human resources programs related to operations of HR functional areas such as personnel, staffing, recruitment, and/or payroll;
Conducting research, analyzing data, monitoring trends, and making recommendations to improve HR programs, policies, operations, and internal controls; and
Providing oversight of workload and account management of HR operations, including monitoring and assessing accuracy, timeliness, consistency, and completion.
