Duties
The Procurement Analyst position is located in the Department of Administrative Services (DAS), Procurement Management Division (PMD).This position will report to the Supervisory Procurement Analyst in the Procurement Division. The PMD manages a comprehensive procurement program for the federal judiciary. The incumbent will be responsible for initiating, developing, and recommending new contracting policies and procedures for inclusion in The Guide to Judiciary Policy as well as the development of internal PMD procurement policies and procedures. Additionally, the incumbent will provide ad-hoc procurement policy guidance and support to Judiciary procurement personnel both at the AO and nationwide. The ideal candidate must have experience related to procurement operations, best practices, policy development, and implementation.

The duties of this position include, but are not limited to:
Conducting reviews on all types of contract actions and documents such as acquisition strategies, requirements, solicitations, awards, or justifications/approvals for compliance with procurement laws, regulations, policies, and procedures.
Updating and maintaining the Guide to Judiciary Policy (Vol. 14) and other procurement policies and manuals.
Developing and implementing internal controls and PMD procurement policies and procedures.
Providing procurement policy advice and support, including review of special procurement delegation requests to judiciary procurement staff.
Performing management and oversight of the Judiciary's Government Purchase Card program.
Providing acquisitions/procurement advice and support for the Judiciary Integrated Financial Management System (Momentum).
Analyzing and resolving issues involving procurement programs, processes, policies, and/or procedures.
Serving as Contracting Officer's Representative for procurement support contracts.
Conducting procurement training for judiciary personnel (i.e., in-person, virtual, hybrid formats), including development and maintenance of online training courses.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below:
Interpreting and implementing procurement policies and regulations to support contracting activities, including delivering clear and concise memos, bulletins, and training or communication materials and
presentations;
Reviewing pre-award and post-award documents, including solicitations, market research reports, pre-negotiation and post-negotiation memoranda, responsibility determinations, waivers, and justifications and approvals;
Evaluating and recommending changes to procurement policies consistent with changing statutes or policy initiatives to improve effectiveness of procurement processes; and
Analyzing and resolving issues involving procurement programs, processes, policies, and/or procedures.
Applicants with the following certifications are highly desirable:
Federal Acquisition Certification in Contracting FAC-C (Professional) Certificate
Certified Professional Contract Manager (CPCM)
Certified Federal Contract Manager (CFCM)
Digital IT Acquisition Professional Program (DITAP) certification
Certification:Applicants' Federal Acquisition Certification-Contracting (FAC-C) Professional is desired, and applicants who completed all training and experience requirements to achieve FAC-C Level III prior to January 31, 2023, or Department of Defense Acquisition Workforce Improvement Act (DAWIA) certification Level III will be most competitive for this position. Applicants not certified may still apply and be selected but must achieve certification within 24 months of appointment. To validate that you meet the preferred training, experience, and certification requirements for this position, please submit a copy of all FAC-C (Level I, Level II, Level III, and Professional) and/or DAWIA certifications.
Education
In addition to meeting the specialized experience described above, applicants must meet the following educational requirements to be placed in this job series at this level.
Basic Requirement: A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions: Federal employees classified within the 1100 family as of January 1, 2000 are deemed to have met the basic qualification requirements for all 1102 Contract Specialist positions.
