This position is in the Food Safety and Inspection Service's (FSIS) Office of Public Affairs and Consumer Education (OPACE). The mission of OPACE is to inform and educate a variety of audiences, including Congress, the media, industry, consumers, and employees. The employee in this position serves as a Legislative Analyst. The incumbent will focus on reviewing and analyzing legislation, responding to congressional inquiries, preparing testimony, writing reports, and briefing senior leadership.
Duties
Reviews and analyzes legislative proposals and works with subject matter experts to provide technical assistance.
Tracks Congressional legislative activity affecting the agency.
Reviews, analyzes, and compares public laws and Congressional legislation for potential impact on agency operations.
Develops and writes reports and makes recommendations on proposed and pending legislation concerning the operating needs of the agency.
Prepares and drafts legislative reports, responses to Congressional inquiries, Congressional testimony, and legislative briefing materials, and information requested by Congressional committees.
Briefs senior leadership on legislative activities.
Briefs Members of Congress and Congressional staffers on programs, policies, and initiatives.
Serves as a primary point person on special projects regarding congressional bills and legislation.
Answers and coordinates responses to legislative inquiries from Congressional offices and committees.
Establishes and maintains close and continuous lines of communication between the agency and Congressional staff and employees of other Government agencies.
Supports the food recall committee as the Public Affairs Specialist responsible for drafting press releases. This responsibility rotates throughout the Congressional and Public Affairs team and involves some evenings, weekends, and holidays.

Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements (including specialized experience equivalent to at least the GS-12 grade level) by the closing date of the announcement, as defined below:
Work experience that demonstrates at least 52 weeks of work experience that demonstrate all of the following:
Experience in working on legislative issues for a Member of Congress or a Congressional Committee in the U.S House of Representatives or U.S Senate.
Skill in analyzing and interpreting Federal legislation and public laws and recommending a course of action.
Experience in writing, editing and moving through clearance testimony, briefing materials, legislative reports, and responses to Congressional inquiries.
Experience in briefing Members of Congress or their staff on topics of interest.
Ability to think strategically and develop messaging on legislative and policy issues.
Ability to work as part of a team with subject matter experts, public affairs specialists, and others to achieve organizational goals.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
