This position is part of the U.S. International Development Finance Corporation (DFC), Office of Administration (OA), Corporate Travel and Relocation Division. As a Supervisory Travel Specialist you will serve as the primary point of contact and expert Program Manager on Federal Travel Regulations (FTR) and administration of the agency's travel program through the development of policies and procedures for domestic and international travel.

Duties

Supervises a travel team in the coordination and administration of a comprehensive domestic and international travel program. Applies expert knowledge of Federal Travel Regulations (FTR) to administer the agency's travel program through the development of policies and procedures for domestic and international travel. Serves as a project leader on Corporate-wide implementation of new travel related products and services; coordinates audit, congressional or FOIA responses of DFC travel. Monitors program operations and changes in regulatory requirements to assess the need for new or enhanced policies, procedures, and operations. Develops, designs, and manages procedures to ensure that flights, accommodations, transportation, financial reimbursements and travel receivables are correct, timely and well executed. Oversees coordination with foreign embassies to obtain visit requests, and visas for official business. Manages the country clearance process for agency personnel. Communicates organizational needs, oversees employee performance, provides guidance and support, identifies development needs, and manages relationships to ensure that employees have what they need to accomplish the mission in an accurate and timely manner. Conducts travel briefings and training for agency employees and ensures ongoing coordination with DFC's Office of Security, Continuity of Operations and Emergency Preparedness. Anticipates the latest digital and technological solutions advancements in the travel industry and proposes ways to enhance customer experience, streamline operations, and provide new opportunities for personalization and efficiency in travel planning and management. Qualifications

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). You may qualify at the GS-14 level, if you fulfill the following qualification requirements: One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your experience overseeing a team of travel specialists or a travel program, providing expert guidance regarding Federal Travel Regulations to agency customers and stakeholders, and supporting agency domestic AND international travel in the following areas: 1) Domestic AND international travel planning and coordination to include booking and reservations, travel authorizations, passport issuance, coordination with foreign embassies to ensure required visit requests and visas are issued for foreign travel, and managing country clearances; 2) Assessing domestic and international program operations to determine the need for new policies or enhancements to existing policies and providing input into the development of management procedures to ensure agency needs for foreign and domestic travel arrangements, financial reimbursable and traveler receivables are correct, timely, and well executed; 3) Providing technical expertise, guidance, and project leadership for agency travel and travel audit programs; and 4) Communicating with Federal agencies, private industry personnel, and security personnel keeping abreast of industry trends to provide comprehensive services and information to ensure the safety and security of agency employees. Experience as a Contracting Officer's Representative (COR) is highly desired, but not required for this position. Note: Education does not substitute for specialized experience at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
