This position is located in the Partnerships Unit, Office of Strategy, Communications, and Health Equity in the Bureau of Global Health Security and Diplomacy (GHSD/SCE). The Public-Private Partnership Specialist provides analytic and strategic guidance and expert advice on the development, implementation, and evaluation of private sector engagement and public private partnerships for U.S. President's Emergency Plan for AIDS Relief (PEPFAR).

Duties

The Public-Private Partnership Specialist partners with philanthropic donors and diverse private sector stakeholders across the value chain, ranging from large multinational corporations to smaller innovators and entrepreneurs in-country. Performs broad analytics and synthesizes information to inform strategic development and execution of PEPFAR’s public private partnerships, and other forms of innovative partner engagement, to increase visibility on HIV/AIDS, and promote policies. Analyzes partnership opportunities based on feedback from PEPFAR country teams to ensure a needs-based approach in partnership development and to form the basis of strategic development to guide improvement of existing partnerships. Provides analytic and strategic guidance and expert advice to all levels of GHSD management on the development, implementation, and evaluation of public private partnerships, and other forms of innovative partner engagement for PEPFAR. Develops and promotes PEPFAR’s partnership communication and marketing strategy in coordination with GHSD’s Public Affairs Unit (PA). Develops formal presentations on PEPFAR’s strategies for improving coordination with private sector partners.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: -Experience conducting private sector engagements and public-private partnerships. -Experience developing, implementing and communicating strategies for partnership initiatives.  -Experience managing policy implications related to the development of HIV/AIDS and concerning public-private partnerships.  There is no substitute of education for specialized experience for the GS-13 position.
