About the Position: The Project Management Specialist performs duties in support of project management, control, coordination and execution of assigned projects. Assists Project Manager in planning, developing, coordinating and implementing processes and procedures related to management systems for projects managed within the District. Applies knowledge of project management business process by integrating information from technical and support functions to perform assigned duties.
Duties
Assists project managers (PM) with plans and schedules tasks and monitors the progress of project completion.
Prepares a Work Breakdown Structure (WBS) for specific portions of the project identified by the PM.
Plans the identification of hierarchy of activities and uses the WBS to independently develop the Critical Path Method (CPM) Network using Network Analysis System (NAS) software such as P2 and resource (funding) plans for the PM.
Assists the Project Manager to create and maintain the Project Management Plan for the project that shows the scope, schedule and cost baselines for each activity needed to deliver the completed project to the customer.
Collects project execution data from project managers assigned to the District.
Prepares project management reports for upward reporting, monthly project status reviews with customers, monthly PRB briefings, and other project data calls as required.
Validates baseline and current project milestones and funds distribution, prepares recommendations on impacts and corrective actions.
Assist PM in planning, coordinating, evaluating all phases of project control including regulations, policies, and procedures, availability and proper application of funds, and coordination of changes on projects.
Develops, analyzes, evaluates, and advises on improving the effectiveness of work methods and procedures, management controls, information and documentation systems, and similar management functions.
Reviews P2, PMP Builder, CEFMS, EDW reporting systems and other formal reports to ensure the correct information is presented and makes corrections as required.
Requirements

GS-07 Specialized Experience: One year of specialized experience which includes: experience in applying principles and practices of budget formulation to work up budget estimates/justifications and experience in using computer systems in order to locate budget data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, financial analysis, business administration, or project management.
OR
Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR

To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. GS-09 Specialized Experience: One year of specialized experience which includes: experience in applying principles and practices of budget formulation to work up budget estimates/justifications, experience in using computer systems in order to locate budget data, experience in scheduling resources within fiscal requirements, building/certifying contractual commitments, and building/certifying labor commitments. Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, financial analysis, business administration, or project management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-11 Specialized Experience: One year of specialized experience which includes: experience in applying principles and practices of budget formulation to work up budget estimates/justifications, experience in using computer systems in order to locate budget data, experience in resource scheduling and aligning resource allocations with fiscal requirements, building/certifying contractual commitments, building/certifying labor commitments, and experience in monitoring obligation and expenditure schedules.
