The VA Long Beach Healthcare System (VALBHS) is currently recruiting a Part Time Health System Specialists in Long Beach, California. The incumbents serve in the Office of the Deputy Director and the Associate Director. This position supports VALBHS's administrative & strategic operational initiatives: identification of problems, analysis of data, recommendation of resolutions based on specific knowledge of the organization's objectives/priorities, resources, and catchment area.

Duties

Duties include but are not limited to the following: Interpret policies, developing and implementing local policies, defining administrative requirements to executive leadership on related issues. Evaluate and monitor administrative activities and make substantive recommendations for program improvements. Lead data analysis of performance related to existing internal and/or external requirements. Interpret agency program goals/objectives, sequence/timing of key program events and milestones and/or methods of evaluating program events. Act as a liaison or point person for communications with persons and/or groups internal or external to the VAMC. Promote effective vertical and horizontal communication and/or optimal information flow within the service lines. Provide health system management to support services in full support of the medical center mission, goals and objectives. Establish administrative controls aimed at ensuring remedial actions are completed and proposed. Oversee duties directly contributing to the administrative management of a health care delivery system. Disseminate results of projects via reports, dashboards, and consultation. Consult with colleagues to analyze, interpret, and anticipate financial trends. Work Schedule: Part - Time - 20 hours per week. Position Description Title/PD#: Health System Specialist - Office of Deputy Director (Part-Time)/PD13291A Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to perform the work. Work is sedentary, and the employee may sit comfortably. There may be some walking, standing, bending, carrying of light items, driving of an automobile, etc. Fieldwork may involve traveling to other facility sites of care, interviews, meetings, and sources of information. Work is performed in the office setting. May require occasional travel. Work is usually performed in offices, meeting rooms, or similar settings. The position may require occasional travel, including the normal everyday risks and discomforts of auto, bus, rail, and air transportation.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-13 grade level: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: This position has INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR) which is a basic requirement that must be met to qualify for entry into this job series, and it is something that cannot be waived. To meet the basic requirement for the Health System Specialist Occupational series, applicants must demonstrate one of the following. Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR You may qualify based on your experience as described below: GS-13Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision For In service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
