The Department of Veterans Affairs, Veterans Integrated Service Network 22, Desert Pacific Healthcare Network is currently recruiting one Supervisory Health System Specialist (Executive Assistant to the Chief Medical Officer) in Long Beach, California. The incumbent reports to the Chief Medical Officer providing health system management support services in full support of the network office mission, goals, and objectives.

Duties

Duties include but are not limited to: Monitor and manage incoming actions and requests from initial receipt to completion and closeout. Analyze the subject matter of incoming information for appropriate distribution to offices internal or external to the office. Receive and monitor completed actions or responses; analyze responses for completeness and accuracy against known policies and procedures; and ensure action or inquiry is closed out with the inquirer or office. Conduct or participate in special information flow studies, analyses, presentations and briefings as assigned. Plan, organize, coordinate collection of site data and negotiate effectively with management to accept and implement recommendations. Participate in defining strategic goals, develop and implement administrative/clinical programs, education of staff regarding processes related to data management, research, assisting in measurements of those goals and contributing to the success of projects. Coordinate presentations to congressional staff, VA Headquarters and Network Officers as well as other VIPs. Coordinate diverse administrative and professional programs, provide maximum support to the Chief Medical Officer (CMO), including but not limited to the provision of staff support in short- and long-term planning, financial and workload analyses, program leadership, implementation and evaluation and identify and resolve a full range of complex management problems. Review the utilization of resources by performing such activities e.g. internal reviews, data collection, reviewing and analyzing reports, reviewing contracts, reviewing performance to ensure that resources are being used efficiently/effectively and reports results of reviews to management as required, both orally and/or in writing. Demonstrate minor disciplinary measures, such as warnings or reprimands, recommending action in more serious cases. Identify developmental and training needs of employees; provide or arranges for needed development and/or training. Utilize computer programs (Word, PowerPoint, Excel and Access) applications and databases VSSC-KLF, Pyramid Analytics, SQL, ARC, Network 22 Data Warehouse, RAIMDS, MCA, National Clinical and Financial Data Mart, VistA, OQP, PAID/COIN, DIS, Local Databases) to abstract data from these existing sources to graphically present data in a logical and succinct manner and ability to understand clinical care to facilitate interactions with Performance Improvement. Provide oversight for clinical program/initiatives for the implementation for primary care, mental health, geriatric and extended care, surgery, research, compensation/pension and/or other new veteran programs. Complete administrative research, management analyses and development of reports pertaining to program plans, development operations, and assessments of any planning phase of the Network's activities. Examine programs and recommends expanding, contracting, combining, separating, or realigning them to best meet patient health care needs most economically. Establish administrative controls aimed at ensuring remedial actions are completed as proposed. Identify network problems that involve new or revised policies or procedures and brings them to the attention of senior network Obtain timely actions, responses, or decisions on request within and to the network/VACO by ensuring they are actions to remedy critical problems. Note discrepancies and assist with remedial actions plans to improve clinical programs. Develop the need for and maintain an awareness of available resources and/or make recommendations to Network management regarding needs, distribution or redistribution of these resources. Provide leadership and guidance in determining the resource needs of all assigned organizational elements, distributing initial resource allocations and/or adjusting resource allocations as dictated by changes in the program needs. Develop, implement, monitor and adjust plans to effectively and/or cost-efficiently accomplish the mission within budgetary constraints. Develop/implement systems and procedures for Improving cost-effectiveness and/or productivity. Work Schedule: Monday - Friday, 8:00 am - 4:30 pm. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/17/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. The Occupational Series 0671 includes an Individual Occupational Requirement (IOR). Candidates may not hold a position in this series without meeting one of the IOR requirements established by OPM. Undergraduate or graduate education in a major field of study hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (MUST UPLOAD TRANSCRIPTS) OR, Specialized experience in Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Successful completion of an agency-sponsored on-the-job training program, it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: 1) Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; 2) Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and 3) oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. AND, In addition to meeting both the IOR and Time in Grade, you may qualify based on your specialized experience as described below: You may qualify based on your experience as described below: GRADE DETERMINATION (GS-14) Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in providing support to health care management officials by analyzing, evaluating, advising on and/or coordinating health care delivery systems and operations.
