Duties

PRIMARY PURPOSE: To serve as an Air Mobility Command Program Manager responsible for the program management of Aircrew Training Systems (ATS) Develops, analyzes, and evaluates detailed plans, goals, and objectives for long-range implementation of major Air Mobility Command ATS programs relating to Mobility Air Forces (MAF) ATS contracts, aircrew training devices, PPBS, current year financial plan execution (FINPLAN), acquisition, rebasing, and the long-range strategy supporting the bed down of new aircraft. Exercises program management responsibility for directing, developing, and implementing requirements supporting the acquisition, major modification. rebasing, dally sustainment, and final disposition of Aircrew Training Systems and related equipment. Program manager exercising AMC Lead Command responsibility for highly complex, high monetary value, long term Aircrew Training System contracts supporting major weapons systems which encompass a variety of high technology equipment, extensive technical support and instructional services. Manages, evaluates, and coordinates the development and execution of ATS plans for MAF specified Aircrew Training Systems and related equipment that may encompass new technologies and complicated fielding requirements Analyzes, evaluates and reviews proposed and existing policies and related program issues of high visibility and criticality to the Air Mobility Command.

Qualifications

In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Miscellaneous Administration and Program Series (0301) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include knowledge of the laws, policies, regulations, and precedents applicable to ATS management and sustainment. Knowledge of the concepts, theories, principles and practices in Aircrew Training Systems (ATS) Program Management pertaining to Aircrew Training Systems, equipment, devices, software, training resources, and life cycle management and sustainment for assigned aircraft. Comprehensive knowledge of a wide range of air transportation operations management policies, principles. and practices or in-depth knowledge of a specialized function or support service of air transportation operations to plan, identify. analyze, and resolve air transportation operations training issues and problems. Knowledge of a wide range of aircraft electronic equipment. systems and subsystems to develop and recommend procedures for developing and updating comprehensive training approaches and documenting training device requirements, funding, and coordination. Knowledge of aircrew simulation software and visual simulation systems. Knowledge of the application of a wide range of qualitative and quantitative methods for analyzing, measuring, and improving aircraft weapon systems training management and sustainment, to enhance the quality and effectiveness of complex training systems and sustainment programs. Knowledge of military command structure, missions, programs, organizational relationships, program goals and objectives, the sequence and timing of key ATS operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to ATS programs. Knowledge of regulations and practices pertaining to planning, programming, and budgeting for contracted training support functions. Knowledge as applied to the design and conduct of studies for which program boundaries are extremely broad and difficult to determine in advance; study objectives are to identity and propose solutions to ATS program execution problems characterized by the sustainment of existing or beddown of new aircraft systems. Knowledge of a broad range of contracting methods and contract types as applicable to ATS contracts to determine completeness and compliance with contract requirements. Knowledge of advanced ATS execution principles, programming and budgeting regulations, guidelines, and processes. Thorough knowledge of military facilities planning, acquisition guidelines, and processes to prepare long-range and short-range ATS planning guidance in compliance with broad agency policies and objectives. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Government and agency-specific guidelines and business practices, including statutes. regulations, policies and procedures that cover ATS management. Knowledge of the relationship of various command entities involved m overall program planning and of the sequence and timing of key operational events and milestones. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command-level plans and programs for conducting ma1or operations such as flight crew training, airlift and air refueling mission and fight operations, PPBS, acquisition, or similar operations. Ability to organize and lead special study teams with members from different organizations and commands to review, analyze, and evaluate ATS programs, contracts, and program management issues to resolve problems, and to develop innovative solutions to meet critical deadlines in a time constrained environment. Ability to stratify resources against approved programs to plan, present and execute budgets; to analyze budget impacts on programs; and to forecast long-term funding requirements. Ability to develop, prepare, coordinate, staff, and implement MAJCOM-level policies, procedures. programs, and directives. and to negotiate effectively with senior leadership to implement recommendations where proposals involve substantial resources and require extensive changes in established ATS concepts and procedures. Ability to effectively communicate (orally and in writing). work with others in accomplishing programs and objectives, and to maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
