Duties
Serves as a Logistics System Specialist in DLA ENERGY, DLA Energy Americas (DLAE-AM).
Provides oversight of internal controls for DLAE-AM, to include the processes of investigating in-transit gains and losses, inventory accuracy, audit procedures of DLA owned product in the custody of pipeline carriers.
Provides oversight of the initiation of claims against carrier for reimbursement for any determined net losses.
Monitors and coordinates implementation of DLA Energy Management Control Programs policies and procedures/processes within DLAE-AM.
Identifies and responds to problem areas, researches applicable laws, contracts, DOD\DLA Energy Supply Chain management, acquisition, and financial guidance and conducts studies to develop proposed solutions to correct the identified problems.
Develops and implements internal metrics to monitor\evaluate the success of corrective action to identified problems.
Responds to all levels of inquiries concerning DLAE-AM's automated systems and performs the analysis necessary to accurately and authoritatively respond to these inquires.
Develops business rules, guidance and system changes to correct problems or support additional functions that arise from such inquiries.
Performs analysis and validation on statistical samples within Syncada and ensures monthly Syncada invoices and statements are signed and certified.
Performs the following program management functions: Records Management Coordinator, GOV Fleet Manager, Government Purchase Cardholder, and Eagle Timekeeper.

Qualifications
To qualify for a Logistics Systems Specialist, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Possesses the customary methods of business practices within industry in the fuel sector; to include the processes of investigating in-transit gains and losses, inventory accuracy, audit procedures of organization owned product in the custody of pipeline carriers.
Analyzes the totality of an operational problem, (i.e., personnel, productivity, organizational structure, controls & constraints etc.) in order to develop course or courses of action meant to improve or eliminate the problem.
Complies with all laws, regulations guidelines and business rules related to DOD\DLA Energy Supply Chain management; meet the needs of the organization's user; and interface appropriately with existing internal and external systems to organizational optimization and cost saving goals.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
