Duties

Serve as the Operations Management Specialist, overseeing coordination of operational and administrative projects and programs. Ensure uninterrupted mission support capabilities in order for DLA to conduct joint bulk petroleum logistics operations in areas of responsibility. Establish operating procedures, implement short-and long-range organizational goals, objectives, policies; monitor and evaluate operational effectiveness and implement changes for improvements. Analyzes operational and administrative requirements and develop integrated reports used to evaluate operational and administrative effectiveness and efficiency. Provide leadership and coordination, engaging in specified projects to support Military Services and Combatant Commands. Maintain deployment readiness to deploy within CONUS as a member of the DLA Initial Response Team. Serve as the DLA Energy Antiterrorism Officer and monitors force protection and antiterrorism program. Serve as the DLA Energy Communications Security (COMSEC) Responsible Officer, ensuring uninterrupted support and operation of secure communication, COMSEC Material, and secure voice and network equipment. Develop and maintain performance reports reflecting operation metrics detailing petroleum supply and distribution.

Qualifications

To qualify for a Operations Management Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Providing strategic advice and consultation to leadership on the development, implementation, and evaluation of changes and improvements. Providing management oversight and coordination assistance for military operations requiring joint bulk petroleum support. Performing assessment of complex performance metrics, interpreting operational needs, and develop integrated, creative solutions. Develop and present high-level briefings. Identifying potential vulnerabilities and risks to the organization. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
