ODNI established the Office of Economic Security and Emerging Technologies (OESET) in response to increasing demand for improved intelligence on the application of disruptive technologies and related global supply chains. Improved IC posture in this area is critical to enabling the whole-of-government response that maintains United States' economic and technological competitive advantage and ensures U.S. access to goods and services central to its national security.
Duties
Major Duties and Responsibilities:
Serve as one of three team chiefs in the Investment Security Group (ISG) in the Office of Economic Security and Emerging Technology (OESET). This is a posting for multiple supervisory positions including the Technology Team Chief, the Telecommunications Team Chief, and the Committee on Foreign Investment in the United States (CFIUS) Team Chief.
Oversee a team of staff officers and contract analysts in the development and coordination of all source analysis in support of one or more of the policy processes ISG has a role in, including the Department of Commerce-led CHIPS Act process, other Department of Commerce policy processes, the Treasury-led CFIUS, and the DOJ-led Team Telecom process in accordance with the timeframes mandated by each customer and process. Coordinate ISG's support for all of these processes with the other Team Chiefs.
Collaborate with ISG's other team chiefs to oversee the development and coordination of all-source analysis outside of these specific processes.
Provide expert guidance and leadership to multiple teams in the production of well-crafted sophisticated, complex analytic finished intelligence products on sometimes controversial or particularly difficult issues in support of United States (US) foreign policy and national security objectives; review final analytic products, written and oral, for clarity, organization, accuracy, and logic; effectively explain highly complex concepts and results to non-expert customers and tailor products to correspond to customer needs.
Serve as the IC lead for intelligence support to the Department of Commerce's CHIPS Program Office, the Team Telecom process, or the CFIUS process. Back up the other Team Chiefs who have the lead for the other processes.
Conduct first-line review of analytic products supporting the process for which that position has the lead and, as necessary, conduct first-line reviews products for all the other processes. Draft or conduct first-line review of prep books for ODNI seniors participating in policy meetings for which ISG has the lead, as necessary.
Manage the CHIPS Act, Team Telecom, or CFIUS process for ISG. Task out CHIPS Act Applications, CFIUS Cases and Declarations, and/or Team Telecom cases to staff and contractor analysts and ensure analysts meet deadlines.
Develop and maintain working relationships with senior ODNI officials and, as necessary, principals throughout the intelligence and policy communities; identify issues and developments with internal and external peers, communicating regularly to exchange subject information.
Help craft and implement a strategic program of analysis in ISG.
Stay abreast of major developments having to do with foreign acquisition of US businesses and corporations, particularly, but not exclusively, in high-tech sectors, focusing on a wide-range of potential threats to national security.
Recognize, value, build, and leverage diverse collaborative networks with the ODNI and across the IC.
Plan, develop, utilize, and refine methodological tools and approaches to gain a comprehensive understanding of complex and significant analytic issues and incorporate insights and findings into well-crafted, sophisticated finished intelligence products.
Serve as a member of the ISG leadership team.
Help advance ISG's foreign engagement efforts by participating in analytic exchanges and/or delivering briefings to liaison on foreign investment security related topics.
Engage in analytic outreach with private sector interlocutors and events to advance ISG's, OESET's, and the ODNI's efforts to glean insights from outside of the IC related to investment and investment-security related trends, particularly in high-tech sectors.
Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal development.

Desired Requirements:
Experience conducting first-line review of all-source strategic analytic products.
Extensive knowledge of IC analytic tradecraft and understanding of IC policies, capabilities, and procedures.
Knowledge of and ability to apply analytic, diagnostic, and qualitative techniques to produce authoritative finished intelligence products and the ability to employ new methodological approaches to analyze information
Experience engaging with foreign partners or the private sector and planning engagements to boost IC access to non-USG expertise.
Knowledge and/or previous experience in foreign direct investment analysis or evaluating foreign direct investments for potential national security threats to the US and its allies, particularly in high-tech sectors.
Experience managing an investment security analytic mission in OESET or the wider IC, including reviewing tactical and strategic analytic products.
Bachelor's Degree or equivalent relevant work experience.
