Duties
As a CPD Program Evaluation Specialist, you will:
- Research and develop/investigate a variety of internal and external issues and projects relating to a number of administrative and program-related matters, such as budget, procurement, staffing, or program performance.
- Lead organizational improvement efforts that will enable the CPD Field Offices and CPD Regional Offices to better serve grantees and better align their work and functions with the mission of the Department.
Independently, or as a leader of a team, conducts broad or specific studies and assesses results relevant to workforce goals and objectives. Determine the degree of success in attaining those goals, identifies factors influencing accomplishments, and recommends actions accordingly.
- Integrate the work of other specialists, subject matter experts, and team leads into the overall strategic plan for the Office of Field Operations and serves as a liaison or coordinator between different project teams to minimize duplication of work and improve outcomes of internal programs and initiatives.
- Conduct detailed analyses of complex functions and work processes of line, administrative or technical programs and makes recommendations for improvement in the effectiveness and efficiency of CPD programs and work operations. Analyze existing workflows, analyzes and researches best practices for office program functions or processes, and identifies options to enhance workforce configurations to improve organizational performance. Collects and compiles information in response to internal and external requests and maintains subject matter and case files.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
-Leading or guiding a team of employees and monitoring their progress towards achieving program goals and objectives relating to the development and maintenance of policies and procedures; AND
-Analyzing program data and providing recommendations to management relating to a number of administrative and program-related matters, such as budget, procurement, staffing, or program performance for the Community Development Block Grant Program (CDBG) or any of its component programs (CDBG-Disaster Recovery, the Section 108 Loan Guarantee Program, or the Neighborhood Stabilization Program).
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
