This position is located in the Office of Federal Contract Compliance Programs (OFCCP). The mission of OFCCP is to enforce, for the benefit of job seekers and wage earners, the contractual promise of affirmative action and equal employment opportunity required of those who do business with the Federal government. This position is Outside the bargaining unit.

Duties

Major Duties: This position is established as the Area Office Director (AOD). Ensures that the assigned area office understands and implements the provisions of equal employment opportunity mandates under the provisions of Executive Order 11246, as amended (Executive Order); Section 503 of the Rehabilitation Act of 1973, as amended (Section 503); and the Vietnam Era Veterans' Readjustment Assistance Act of 1974, as amended, 38 U.S.C. 4212 (VEVRAA). Assists the District Director (DD) in planning, prioritizing, directing, and assigning work, and collaborating with peers and subordinates. Directs staff and participates in complex compliance reviews of federal contractor's equal employment opportunity and affirmative action policies and practices. Directs and participates in complex pre-award compliance reviews. Ensures that professional staff conducts detailed and comprehensive analyses of federal contractors' affirmative action plans, total employment procedures, and practices to determine responsiveness to federal procurement and equal employment opportunity (EEO) laws, executive orders, policies, rules, and regulations. Directs and participates in highly complex investigations of and may personally attempt to conciliate complaints of alleged discrimination in employment by federal contractors. Oversees and personally negotiates adjustment of contractor employment policies and practices that are not responsive to equal employment opportunity (EEO) provisions of federal contracts including drafting conciliation agreements and letters of commitment. OFCCP enforces E.O. 11246, as amended; Section 503 of the Rehabilitation Act of 1973, as amended, and 38 U.S.C. 4212 of the Vietnam Era Veterans' Readjustment Assistance Act of 1974, as amended. These laws ban discrimination and require Federal contractors or subcontractors to take affirmative action to ensure that all individuals have an equal opportunity for employment, without regard to race, color, religion, sex, national origin, disability, status as a protected veteran, sexual orientation or gender identity.

Requirements

  • Must be a U.S. Citizen.
  • Must be at least 16 years old.
  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.
  • Requires a one-year supervisory probationary period if the requirement has not been met.
  • Appointment to this position may require a background investigation.
  • You will be required to complete and submit a Confidential OGE-450 Financial Disclosure Report.

Qualifications

This position requires foreign language proficiency in Spanish. In this instance, the incumbent receives assignments involving contact with people who may be unable to communicate effectively using the English language, thereby requiring the incumbent to communicate in the person's native foreign language. In carrying out the duties of this position, the incumbent is required to communicate effectively in English and a foreign language when interacting with people conducting duties of this position. You must meet the Basic Requirements listed in the Qualifications section and the Specialized Experience to qualify for Supervisory Compliance Investigator (Spanish), as described below. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC. THIS IS IMPERATIVE IN DETERMINING IF WHETHER YOU HAVE AT LEAST ONE YEAR OF CREDITABLE SPECIALIZED EXPERIENCE. DATES WILL NOT BE ASSUMED. GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service or private sector. Desired experience: investigating, team leading, interviewing, analyzing data, and evaluating compliance with regulations. Examples of specialized experience include: Experience in analyzing and/or investigating compliance with federal, state, and/or local government laws and regulations (e.g., employment discrimination, labor standards, safety, and health, etc.) Experience in conducting and/or participating in interviews, negotiations, and conciliation to resolve noncompliance with federal requirements. Experience in developing, planning, and coordinating outreach activities and/or educational opportunities with organizations to effectively communicate requirements and guidance. Experience working collaboratively with diverse stakeholders to achieve organizational goals and developing strategies in investigating employer compliance with local, state, and federal laws.
