This position is located in the Office of Federal Contract Compliance Programs (OFCCP). Duties
Major Duties:
Conducts evaluations with minimum supervision to determine if contractors' affirmative action programs contain acceptable hiring, promotion, termination, and equal pay plans.
Plans and carries out conferences to discuss and negotiate the elimination of deficiencies.
Negotiates agreements for acceptable affirmative action programs.
Recommends enforcement actions to management if applicable laws and regulations are not met after negotiation, mediation, and conciliation efforts are completed.
Evaluates policies and practices and provides technical guidance in developing affirmative action programs.
Performs mathematical and statistical functions while evaluating cases and conducts investigations.
Evaluates records, conducts surveys, conducts in-depth interviews, and takes testimony from witnesses.
Performs computer functions, utilizing all available automation.
Compiles and drafts reports, letters, and memoranda.
OFCCP enforces E.O. 11246, as amended; Section 503 of the Rehabilitation Act of 1973, as amended, and 38 U.S.C. 4212 of the Vietnam Era Veterans' Readjustment Assistance Act of 1974, as amended. Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
- Appointment to this position may require a background investigation.
Qualifications
This position requires foreign language proficiency in Spanish. In this instance, the incumbent receives assignments involving contact with people who may be unable to communicate effectively using the English language, thereby requiring the incumbent to communicate in the person's native foreign language. In carrying out the duties of this position, the incumbent is required to communicate effectively in English and a foreign language when interacting with people conducting duties of this position.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

GS-07: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-05, in the Federal Service. Specialized experience is experience that has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience is defined as work experience:
Coordinating meetings to obtain information and explain processes/procedures.
Researching and analyzing data to support program operations.
Developing and summarizing background information to support compliance programs.
And/or
Successful completion of one full year of graduate level education that provided the knowledge's, skills and abilities necessary to do the work of this position.
And/or
Superior academic achievement as demonstrated by a class standing, graduating in the upper third of the class or major university subdivision based on completed courses; grade point average (i.e. cumulative under-graduate GPA of 3.0 or higher out of a possible 4.0 based on four years of education or 3.5 or higher out of a possible 4.0 in courses completed during the final two years of the curriculum); and/or election to membership in a national scholastic honor society.
GS-09: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-07, in the Federal Service. Specialized experience is experience that has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Examples of qualifying specialized experience includes work experience:
Conducting routine evaluations and/or investigations to determine compliance with organizational policies or procedures.
Evaluating policies and practices and/or providing technical guidance for programs (i.e. applying fact-finding methods to support programs, evaluating records, conducting surveys, and/or conducting interviews, etc.)
Performing analyses and compiling reports of data (i.e. mathematical and statistical data) to determine impact of compliance policies and procedures.
And/or
Successful completion of a Master's or equivalent graduate degree that provided the knowledge's, skills and abilities necessary to do the work of this position.
And/or
Two full years of progressively higher level graduate education that provided the knowledge's, skills and abilities necessary to do the work of this position.
And/or Successful completion of a Master's Degree or equivalent graduate degree such as a LL.B or J.D that provided the knowledge, skills and abilities necessary to do the work of this position.
