Duties
As a Property Management Specialist you will:
Provide technical and administrative coordination for the real property building management program campus service, operation, and maintenance contracts.
Conduct quality assurance inspections on a regular basis and meet with contractor personnel and customers to resolve difficult or unforeseen problems and/or conditions that arise during the contract performance period.
Provide support, guidance and advice to other DFOM personnel in accomplishment of facilities tasks.
Develop the facility contract budget projection in accordance with federal, state, local rules and regulations, specific guidance, and executive orders.
Provide feedback to the contractor and prompt input to the Contracting Officer recommending a technical course of action.
Develop, establish, manage, and evaluate all components of the assigned program utilizing various technical approaches and methods.
Coordinate with other NIH divisions, IC's, and groups to support operations, maintenance, and scientific research.

Qualifications
In order to qualify for a Property Management Specialist, GS-1101-12, you must have one year of qualifying specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: preparing contract specifications and developing statements of work; assisting in the quality assurance inspections of contracts for a facilities maintenance and operations program; identifying specific maintenance and repair needs; providing guidance and assistance to management officials or program staff on property management issues, policies, and procedures; identifying and proposing solutions to property management issues or problems; and maintaining and organizing contracts for real property management documentation.
