Duties

The incumbent of this position serves as the Associate Director, OLAO, reporting to the Director, OALM, who also serves as the NIH Head of Contracting Activity (HCA). The incumbent is delegated full responsibility for planning, organizing, and directing all functions and services of the Office. The OLAO includes three sub-organizations: (1) Office of Acquisition (OA), which is responsible for research and development (R&D), non-R&D contracting and simplified acquisition operations, servicing it is Institute and Center (IC) customers, and acquisition support to the NIH competitive sourcing (A-16) requirements; (2) Division of Information Technology Acquisition (DITA), which serves as the focal point for NIH Government-wide, multi-agency and multiple award IT task and delivery order contracts for Information Technology (IT) procurements to NIH ICs and external government agency users; and (3) Division of Logistics Services (DLS), which manages the NIH supply warehousing, property management, and transportation management programs, inclusive of shipping, receiving, fleet management, relocation services, and the NIH personal property program. Duties of this position include: -serving as the principal advisor to the OALM Director/HCA, other OALM senior staff, and senior NIH management officials regarding the management and direction of all OLAO programs and initiatives, to include acquisitions, logistics management, and the NIH Information Technology Acquisition and Assessment Center (NITAAC). -providing leadership and guidance to the DLS Director in planning, managing, and directing a comprehensive logistics management program, to include NIH supply warehousing, property management, and transportation management programs, inclusive of shipping, receiving, fleet management, relocation services, and all aspects of the NIH personal property program -providing leadership and guidance to the OA Director in planning, managing, and directing a comprehensive acquisition operations program serving designated NIH customers -providing leadership and guidance to the DITA Director in planning, managing, and directing NITAAC, the organizational focal point for NIH Government-wide, multi-agency, and multiple award task and delivery order contracting, with emphasis on the provision of comprehensive best-value IT life-cycle contract solutions for NIH and other Government initiatives -establishing short-term and long-term goals, operational plans, and program direction and priorities for the OLAO, including the management of its budget -interfacing with senior staff across the NIH and DHHS and collaborating with counterparts to ensure that OLAO objectives and policies are compatible with the needs, goals, and policies of the OALM, OM and the NIH ICs -continually developing creative strategies to increase OLAO's efficiency in achieving its goals and objectives -providing R&D, research support, station support contracting & and simplified acquisition services -ensuring the highest quality delivery of operational support to include procurement planning, solicitation, evaluation, negotiation, and award -ensuring the provision of comprehensive acquisition support including procurement planning, solicitation, evaluation, negotiations, contractor selection, contract award, and contract administration.

Qualifications

To qualify for this position, you must have one year of specialized experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector performing the following types of tasks. You must have experience with all three of the duties listed below to qualify: 1. Managing multiple large/substantial contracts in IT/R&D/Non-R&D operations (e.g., over $100 million) and/or logistic management (e.g., over $5 million). 2. Supervising a team of direct reports by monitoring their work progress and evaluating performance. 3. Orally presenting contracting or logistics information to senior leadership (e.g., directors, executives) to gain support. You must have experience with at least one of the duties below to qualify: 4. Directing all phases of the acquisition process including Acquisition Planning/Strategy, RFP/Solicitation, and Contract Administration. 5. Overseeing an organization's logistic operations (e.g., property management, supply management, or transportation management).
