The position is located in the Office of the Chief of Protocol, Visits Division (S/CPR/V). The incumbent serves as the Supervisory Protocol Officer (Visits) with the responsibility for planning and executing details for Visits, bilateral meetings and other events with foreign delegations hosted by the President, First Lady, Vice President, Second Gentleman, and Secretary of State. S/he is responsible for office personnel administration, policy development, resources management. 

Duties

Oversees S/CPR/V staff performing a variety of duties as it relates to U.S. and foreign delegations participating in bilateral meetings and multilateral summits hosted or attended by the U.S. both in Washington, DC and around the world. Plans the work to be accomplished by subordinates, sets, and adjusts short-term priorities, and prepares schedules for completion of work. Serves as an expert analyst applying a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or complex management processes and systems. Prepares special reports, background information, position papers, diplomatic correspondence, briefing books, speeches, briefing/information/action memoranda, and other materials to support Protocol actions, interests, and initiatives.

  • Must be able to obtain and maintain a Top Secret security clearance.
  • Obtain/maintain eligibility to access Sensitive Compartmented Information

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience planning and coordinating components surrounding the visit of high-level dignitaries for both official and private functions (i.e., chiefs of state and heads of government, cabinet level ministers, and heads of other government and non-government entities). Experience assessing protocol programs effectiveness and making recommendations for improvement. Experience providing guidance and advice in administrative support areas to Senior officials. There is no substitute of education for specialized experience for the GS-14 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
