This vacancy is for a Telecommunications Specialist in the National Telecommunications and Information Administration (NTIA) within the Department of Commerce (DOC). In this position you will perform a variety of duties related to telecommunications management such as a range of communications management staff work necessary to carry out the Department's spectrum management responsibilities.
Duties
As a Telecommunications Specialist, you will perform the following duties:
Provide federal spectrum management support and liaison to national security emergency preparedness and public safety programs. Participates in spectrum management matters with other Federal agencies, Congressional components, or private organizations. Participates in the development of long-range plans for the management and use of the electromagnetic spectrum by the Executive Branch and for matters concerning the general national interest.
Assist in the development of policy, rules, and regulations associated with implementation of advanced technology solutions, communications interoperability, national, and international standards, and future spectrum needs of Federal, State, and local, tribal, and territorial governments. Ensure emergency spectrum management planning and practice are in accordance with current NS/EP telecommunications policy. Develop and analyze standards for the telecommunications operations of the Executive Branch.
Evaluate current programs, develops options to resolve problems, and proposals to meet future needs. Advise and assist other Departmental offices on telecommunications and spectrum management issues pertaining to the development, implementation, and functioning of formal agreements or cooperative arrangements with other countries. Advise and assist other Departmental offices and agencies on technical and policy issues related to the security of national telecommunications.

Qualifications

OPM QUALIFICATION STANDARDS: In accordance with the Telecommunications Series 0391 series Individual Occupational Requirements, in conjunction with the OPM Standard for Group Coverage Qualification Standard for Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. To qualify at the GS-14 level, you must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as:
Implementing spectrum regulatory programs on radio frequency interference and ensuring future program compliance with national and international regulations; or
Providing technical analysis and expertise in various spectrum management technologies that includes telecommunications systems, Radiocommunications, Radio Frequency spectrum, Satellite communications or broadband wireless communications etc.; or
Advising and interpreting telecommunications national or international guidelines, policies, procedures, and regulations to assist management with resolving issues.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
