This position is located in the Department of Housing and Urban Development, Asst Secretary for Community Planning and Development.
Duties
As a Management Information Specialist, you will:
Perform a full range of project management, user assistance, and systems analysis functions for one or more Information Technology (IT) systems.
Use industry best-practice project management methodologies to implement innovative IT solutions that support Community and Planning Development (CPD) mission and programs.
Serve as the IT System Security Officer (ISSO).
Take a lead role in coordinating with system stakeholders, CPD management, and the Office of the Chief Information Officer (OCIO) to identify and analyze system and infrastructure requirements, cost-effectively plan IT budget resources, plan and implement procurements, and monitor cost, schedule, and performance of contracts.
Qualifications
Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.
Specialized Experience for this position includes:
-Experience performing project management for IT financial management systems. Such experience must include: preparation of project planning and execution documentation; monitoring project budgets; applying procurement practices and techniques; participating as a project team member; monitoring team or contractor performance; AND
-Experience supporting or leading the application of cyber and IT security policies and procedures to Information Systems, including experience with audits of financial management security compliance. Examples may include: A-123, A-127, Certification & Accreditation (C&A), the Privacy Act, and the Federal Information Security Management Act (FISMA); AND
-Ability to communicate orally and in writing with staff at all levels to convey issues, prepare briefing materials, and deliver highly technical explanations.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
