Duties
You will serve in the Cost Effectiveness Branch of the Naval Architecture and Engineering Department, Naval Surface Warfare Center, Carderock Division, Code 811.
You will provide cost and performance assessments of ships, ship systems, and/or submarines.
You will serve as a junior/senior cost analyst/engineer responsible for converting quantitative and qualitative engineering, budget, and economic data into defensible cost estimates.
You will be responsible for evaluating relevant data; researching and understanding the technical aspects of complex, technologically advanced Navy acquisition programs; and developing cost estimating methodologies and estimates for these programs.
You will brief and defend cost estimates to Navy leadership, including military flag officers and civilian Senior Executive Service (SES).
You will generate and document life cycle cost estimates; assessing the validity of an estimate prepared by others.
You will display extensive knowledge of cost estimating practices and techniques such as analogy, parametric, actual costs, and engineering build-up are required.
You will work collaboratively with engineering and program office personnel supporting a range of Navy ship and/or submarine programs as a member of a cost estimating team.
You will perform extensive data analytics on cost, technical/engineering, economic, and programmatic data.
You will convert quantitative and qualitative data into defendable cost estimates to include data collection and normalization, research, statistical analysis, and ultimately the development of estimating methodologies and cost estimates.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For the ND-4: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-3 pay band (GS-09/11 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer or scientist generating, documenting and defending life cycle cost estimates for naval vessels.
For the ND-3: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-2 pay band (GS-05/08 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer or scientist analyzing, preparing documentation for risk analysis, cost estimates and life cycle estimates for naval vessels.

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
For the 08XX series: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)
OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions
For the 1515 series: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
For the 1520 series: Degree: mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics.
OR
Combination of education and experience -- courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown above, plus appropriate experience or additional education.**The total course work in either above must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.**
