You will serve as a Human Resources Specialist(Labor and Employee Relations) in the Naval District Washington Regional Office of HDQTRS NDW.
Duties
You will review labor dispute documentation (e.g., evidence, records, precedent decisions) to uncover possible deficiencies.
You will advise managers on the application of civilian personnel policies and procedures in employee relations matters (e.g., discipline, grievances, appeals, fair employment practices).
You will inform supervisors about their obligations under labor relations rules and regulations.
You will prepare cases (e.g. investigations, witness development, agency pleadings, discovery, case strategy) for third party proceedings.
You will prepare interview and examination questions for witnesses involved in cases or hearings, prepare interview and examination questions for witnesses involved in cases or hearings.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- MSP/PPP applicants must currently hold the required security clearance.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector 1) Mastering Employee Relations, Labor Relations and Federal Human Resources Management principles, laws, methods, and practices to provide advice and assistance to management on matters such as employee's conduct and performance, worker's compensation, collective bargaining, and dispute resolution. 2) Utilizing legal research methods, information gathering techniques, and analytical skills to analyze facts, draw conclusions, and devise innovative solutions to complex problems and potentially precedent-setting situations. 3) Developing and issuing guidance relative to changes in case law, policy and strategy.
