Provide support for all areas under the Office of Quality Services (QS), including but not limited to: Performance Improvement, Risk Management/Peer Review, Patient Safety, Accreditation/Regulatory, System Redesign and High Reliability, as well as any other programs or entities that may be placed under the QS umbrella. In addition, fulfills the role of Policy, Procedure and Directives coordinator by tracking, managing, and facilitating approval of the medical center's policies and procedures.
Duties
Duties consist of the following, but are not limited to:
Interpreting national administrative regulations and executive career field performance measures, developing and implementing local administrative policies, defining administrative requirements, and/or providing advice to the Chief, QS on related issues.
Assists the Chief, QS with tailoring quality program management strategies and techniques to fit health care system management and staff.
Tasked to develop policy, motivational material, and/or information to facilitate participation in important program initiatives in support of QS.
Oversees multiple health care system quality monitoring activities, such as evaluating performance measure reports.
Serves as the principal advisor for QS on all administrative management matters associated with the service and program operations.
Independently plans, schedules and conducts projects to evaluate and recommend ways to improve the effectiveness and efficiency of operations for QS.
Responsible for organizing service-wide meetings and ensuring proper communication of administrative information items for the service.
Acts as a liaison with persons and/or groups within and outside the organization; and communicates with critical persons and groups, speaking for the Chief, QS at times on complex program issues.
Coordinates the Quality and Patient Safety Council (Q&PSC), and Social Determinants of Health (SDOH) Committee meetings, which consists of maintaining and updating reporting schedules and executive summary templates.
Preparing and/or reviewing meeting agendas, prior to distributing to Q&PSC Council members.
Soliciting required reports from responsible person(s).
Attending meetings and smoothly navigating members through the electronic agenda, opening and scrolling through reports and accompanying data/charts in concert with the meeting discussion, creating a fluid experience for meeting participants while eliminating the need for paper reports.
Responsible for ensuring Q&PSC and committee minutes are composed timely and accurately capture the pertinent discussion and follow up items for each meeting topic.
May act as Contracting Officer Representative (COR) for procurements, and/or maintaining procurement and contracting records.
Acts as the health care system Policy, Procedure and Directive coordinator and reviews and analyzes new or amended Policies and Procedures (MCP's and SOP's) and provides policy consultation to managers, ensuring local directives meet the intent of VA/VHA policy documents, as well as other applicable external, state, and Federal regulations.
Tasked with ensuring the health care system publishes functional policy documents, which articulate information succinctly in a polished and standardized format.
Leads data analysis and management activities related to QS programs.
Utilizes knowledge of human resources laws, requirements, and policies to ensure all QS human resources actions follow these guidelines. Responsible for ensuring the timely, compliant, and accurate completion of documents required for various human resources actions, including recruitment, appointments, promotions, performance management, leave administration, compensation, benefits, and education.
Performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/25/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-07 and, for a GS-11 you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
