The primary purpose of this position is: To lead three or more workers to accomplish trades and/or labor work on a substantially full time and continuing basis. Leader is responsible to both perform the work assigned by a supervisor and ensures that subordinates completed assigned work consistent with trades and labor standards

Duties

1. Leads a team of trades and/or labor workers. On a regular and recurring basis, utilizes trades and/or labor knowledge and skill to lead a team of three or more workers in performance of various related work. 2. Performs work. Performs nonsupervisory trades and/or labor work that is usually of the same kind and level as members of the work crew led. 3. Starts, operates, adjusts, and stops multiple fuel power boilers fueled by fossil fuel and natural gas or a combination of these fuels, steam driven turbines, pumps, auxiliary pollution control and other equipment in high pressure steam central boiler plant. 4. Starts, operates, adjusts, and stops multiple fuel high tonnage chillers fueled by electricity, natural gas, and steam, or a combination of these fuels, cooling towers, turbines, pumps, auxiliary pollution control and other equipment to provide chilled water for cooling and process functions 5. Performs various operational repairs and preventive maintenance on boilers, chillers, cogeneration equipment, auxiliary, pollution control equipment 6. Utilizes safety practices, rules, regulations, and procedures to maintain a safe and clean work environment

• This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions
• Must have a minimum of a 3Rd Engineer License with the ability to obtain a 2nd Engineer License within 9 months of the date of appointment IAW Environmental Protection Agency (USEPA) requirements, AFI 32-l068 Heating Systems
• Employee will be required to support Base Readiness and Emergency Operations Exercises and Real World Threats and Events
• Employee may be required to support Special Events (i.e. Annual Air Show, Base Exercises) not necessarily performing in the primary skill code
• Employee may be required to augment the Civil Engineering Snow Removal Team not necessarily performing in their primary skill code. Employee would be trained on safe snow shoveling
• The work may require the employee to carry an electronic beeper or cell phone
• Work may occasionally require travel away from the normal duty station on military or commercial aircraft

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5400 Industrial Equipment Operation Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is Ability To Lead Or Supervise JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Equipment Assembly, Installation, Repair, etc. Operation of Boiler Operator Technical Practices (theoretical, precise, artistic) Use of Measuring Instruments Dexterity and Safety Ability To Interpret Instructions, Specification, etc. (other than blueprinting reading) This is an open continuous announcement and will be used to fill vacancies as openings occur.
