This National Guard position is for a BUDGET OFFICER, Position Description Number NGD1678000 and is part of the 114 FW Finance. Title 32, Temporary appointment not-to-exceed 17 pay periods. AREAS OF CONSIDERATION: - Current permanent/indefinite Title 5 Excepted/Competitive Service Employees and Title 32 Technicians within the South Dakota Air National Guard.

Duties

As a BUDGET OFFICER, GS-0560-12, you will: This position is located within the Financial Management Division at a base-level Air National Guard (ANG) Aviation Wing with responsibility for all budgetary operations necessary to support the plans, programs, missions, and activities of the wing and its geographically separated units (GSUs). The primary purpose of this position is to provide management oversight and guidance for both budget formulation and budget execution according to the Resource Management System (RMS). The incumbent is recognized as the top technical authority regarding fiscal and budgetary policy, law, and regulatory guidelines for all organizations serviced by the Wing Budget Office. The incumbent fosters an environment conducive to teamwork among resource managers and decision-makers in meeting the objectives and goals of the Resource Management System. This incumbent accomplishes budget functions in support of state and federal Air National Guard operations, training, and readiness missions, and the contingency operations of its total force and joint service partners.

  • THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Qualifications

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. COMPATIBLE MILITARY ASSIGNMENT: Rank: 2LT to MAJ. Military grade inversion within the full-time work force is not permitted. The military grade of the full time supervisor must equal or exceed the military grade of personnel supervised. GENERAL EXPERIENCE: To meet basic entry qualification requirements, evaluate applicants for experience, education, or training involving skills in applying problem solving techniques; and skills in communicating effectively both orally and in writing. Ability to plan and organize work. Competencies in analysis, research, writing, and judgment typically gained through college education or progressively responsible experiences. Ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment. SPECIALIZED EXPERIENCE: 1-year specialized experience, education, or training equivalent to at least the next lower grade level. Must have experience, education, or training that provided in-depth knowledge of financial principles and procedures. Candidate must have a comprehensive understanding of the principles and concepts of the National Guard financial budget business program requirements. A candidate must have expanded experiences and training that demonstrates the abilities to lead, follow directions, read, retain, and understand a variety of instructions, regulations, policies, and procedures. Some positions at this grade level require at least 12 months of broadening finance, accounting, or audit program experiences in leading, planning and scheduling program work in a manner that promotes an even flow and distribution of assigning work requirements. Experiences may include training and guiding employees on finance programs and assigning tasks. Experience in structuring assignments that created effective and efficient procedures with measured and improved task processes. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Knowledge, Skill, and Abilities (KSAs): Applicants are strongly encouraged to submit a separate sheet(s) addressing the Knowledge, Skills and Abilities (KSAs) and how they relate to work experience, education or training. Skill in developing, applying and adjusting financial plans and policies to attain mission objectives. Knowledge of accounting, budgeting, financial management reporting, auditing, computer systems, and management analysis. Skill in providing management with financial advice. Skill in establishing and maintaining effective working relationships with all levels of management. Skill in applying leadership training/skills to manage assigned personnel in a work center environment.

Education

Substitution of Education for Specialized Experience:

To qualify, the applicant must have a completed undergraduate or graduate education, the college degree education must be in one of, or be a combination of the following required disciplines: accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
