This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

Our healthcare system consists of the Joint Ambulatory Care Center, located in Pensacola, Florida. This position functions in Pharmacy Service to support timely access to quality health care for our Veterans at the Gulf Coast Veterans Health Care System (GCVHCS). The Supervisory Clinical Pharmacist is responsible for supervising multiple clinical pharmacy specialists throughout the GCVHCS. This will include personnel, distributive pharmacy programs, scheduling, compliance with policies and procedures and budgetary execution related to these areas. .Duties Includes: Responsible for day-to-day operations of the clinical pharmacy services within Pharmacy Outpatient and distributive services. Plan, organize, assign and review work of subordinates; this includes scheduling of priorities and personnel for the effective completion of pharmacy programs objectives. Conduct on-going and annual performance evaluation of subordinates. Counsel employees on performance when necessary and/or recognize high level performance as appropriate. Interview applicants for vacancies, determine their suitability for the position, and make recommendations to the Assistant Chief, Pharmacy Service and Chief of Pharmacy. Provide advice, counsel, or instructions to subordinate employees on both work and administrative matters. This includes hearing and resolving complains or grievances from employees and referring the more serious complaints not resolved to the appropriate channels. Maintain control of leave and attendance of subordinate employees and ensures that absences are charged to proper leave status and that the timekeeper is promptly notified and sufficient staffing coverage is provided. Keep subordinate employees informed of pertinent information by conducting regularly scheduled meetings with the Assistant Chief, Pharmacy Service. Works with Assistant Chief, Pharmacy Service to expand or adjust distributive services in Outpatient Pharmacy as needed to optimally support the facility, providers and patients. Gathers statistical information and prepares periodic reports on assigned pharmacy programs. Provides justification for budgetary, personnel, equipment and space requirements. The incumbent will prepare other special data and reports as required. Continuously strives to find way to reduce cost and operations and to increase efficiency of operations Monitors and maintains appropriate data and prepares report and correspondence in a complete, accurate and timely manner. Develops and maintains policies, care coordination agreements, inner service memos, etc. impacting Outpatient Pharmacy. Assisting in cost avoidance initiatives as assigned. Ensure compliance with all Joint Commission, VACO, union contract, EEO regulations, and local standards and guidelines as well a federal and state laws as staffing and resources permit. Act as a liaison and maintain effective relationships with all professional and administrative disciplines affecting ambulatory care pharmacy activities. Review all concurrent monitors for assigned areas of pharmacy as directed by the Assistant Chief, Pharmacy Service or Service Chief. The incumbent is responsible for planning and updating new or existing monitors in order to ensure that quality of service is maintained. Represents Pharmacy Service on designated Medical Center committees. Manages and ensures optimum utilization of all resources (personnel, fiscal, equipment, space, etc.) available to the section. A current and valid state-issued Driver's license is required prior to operating any motor vehicle. Work Schedule: Monday - Friday 8:00am thru 4:30pm (subject to changed based on the needs of the facility) Pay: Competitive salary and regular salary increases Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year) Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child. Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/.(NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT) Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Grade Determinations: GS-13 Pharmacy Supervisor In addition to the GS-12 requirements, must have one year of experience equivalent to the next lower grade level which includes knowledge of professional pharmacy practice; 1. Ability to effectively supervise subordinate staff. 2. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. 3. Expert understanding of regulatory and quality standards pertaining to pharmacy. 4. Skill in managing people or programs Assignment: Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. Grandfathering Provision: May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
