You will serve as a TECHNICAL ADVISOR within HEADQUARTERS US INDO-PACIFIC COMMAND.

Duties

You will formulate, plan, execute and assess science and technology engagement campaigns within the USINDOPACOM AOR. You will perform complex and comprehensive engineering-based analyses to derive executable ST engagement plans from the regional and country strategies. You will perform multidisciplinary professional engineering and strategy development work involving the merging of engineering and scientific disciplines with international relations, policy/law, and national and INDOPACOM strategy. You will direct a team of government and contractor engineers, operators and logistician personnel executing USINDOPACOM ST,E Operations, Activities, and Investments (OA,I) in support of their assigned ST engagement plans. You will prepare management reports and conduct technical presentations for planning, implementation, and corrective action.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector as a professional. Specialized Experience must demonstrate the following: Applying technology-centric operational employment analyses to produce operational and strategic level plans; Preparing and presenting written and oral communications to senior government leaders in both the US and international environments; Providing expertise and knowledge of a wide range of multidisciplinary professional engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced engineering theories, principles, and concepts to project development, execution, and advisory services; Devising and evaluating criteria, parameters, characteristics, and interrelationships for design approaches in order to assess the impact of new technology on current systems and processes; Gathering, assembling, and analyzing facts, forming conclusions, devising and recommending solutions to problems. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
