This position is located in the office of the Architect of the Capitol (AOC). The incumbent serves as the AOC’s Liaison to the Office of the Inspector General (OIG) and assists the Architect and Deputy Architect as the primary responsible individual for management of and information flow within the agency concerning OIG audits, inspections, evaluations, investigations and other reviews. 

Duties

The Liaison Officer conducts similar duties with the Government Accountability Office (GAO) or other entities assessing the agency’s operations. Incumbent performs complex analytical work that supports the improvement of AOC policies and procedures and management of major agency functions, projects and programs. The Liaison has a firm grasp of interagency dynamics, cultivating and influencing positive internal and external relationships in order to advance agency-wide organizational strategy.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position.  You must meet all eligibility and qualifications requirements by the closing date of the job announcement.  Additional information on the qualification requirements is outlined in the OPM Qualifications Standards Handbook of General Schedule Positions.  It is available for your review on the OPM website at OPM qualification standards Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-15 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-14) grade level in the Federal service. Specialized experience for this position must demonstrate the following: Extensive skill sufficient to serve as a recognized expert in organizational efficiency and effectiveness.  Demonstrate extensive experience with analytical and evaluative methods and management techniques in order to evaluate data; plan, organize, conduct and/or direct complex analyses, business process reengineering, and organizational development and transformation. Advanced management and organizational principles and practices and a wide range of qualitative and\or quantitative methods in developing theoretical approaches for assessment and improvement of organizational and program effectiveness. Expert speaking, facilitation and writing skills and the ability to produce and deliver clear and concise narrative information, data and recommendations in briefings and presentations. Served as a trusted ambassador and/or advisor for an organization with established commitment to delivering positive outcomes.
