You will serve as a ENVIRONMENTAL PROTECTION SPECIALIST of NAVFAC SOUTHWEST. GS-09 $60,115 - $78,149 GS-11 $72,734 - $94,551

Duties

You will review work specifications and environmental plans to ensure compliance with all applicable environmental regulations and permit conditions. You will perform environmental program and project management functions to ensure effective and efficient implementation of airfield's environmental protection program required by environmental regulations, policies, and requirements. You will establish and maintain accurate records related to the Command's Environmental Program. You will conduct surveillances and audits of work areas and operations to ensure compliance with environmental regulations and permit conditions and utilize data gathered to document non-compliance and generate trends and abnormalities.

  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

Qualifications

For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying knowledge and understanding of one or more environmental compliance related fields such as National Environmental Policy Act/environmental planning; Air Quality; Water Quality; Hazardous Waste; Pollution Prevention; Solid Waste Management/Recycling; and spill response; 2) Reviewing environmental standards, specifications, and plans of projects and collaborates with planners and designers in order to ensure compliance with environmental requirements; 3) Conducting site investigations, audits, and surveys and collaborates with customers and other organizations to resolve environmental compliance concerns; 4) Participating in discussions with environmental regulatory agencies regarding interpretation and applicability of compliance requirements; and 5) Gathering and submitting technical information in support of data calls, taskers, environmental submissions, and reports in assessing program effectiveness. For the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting program management with planning, development, and implementation of environmental compliance for one or more environmental compliance related fields such as National Environmental Policy Act/environmental planning; Air Quality; Water Quality; Hazardous Waste; Pollution Prevention; Solid Waste Management/Recycling; and spill response; 2) Assisting in ensuring compliance with environmental laws; 3) Performing field visits to conduct environmental inspections, site investigations, and surveys to determine environmental compliance requirement; and 4) Assisting in preparing draft correspondence, technical reports, field logs, inspection reports, and other supporting environmental documentation. ***NOTE: This experience must be fully and clearly supported in your resume to be considered.*** Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the GS-11 Successful completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M., if related.
The degree/education must demonstrate the knowledge, skills, and abilities necessary to perform the duties of this position.

For the GS-09 Successful completion of a master's or equivalent graduate level degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related.
