This position is located in the Audiology/Speech Pathology Service (ASPS) at the VA Loma Linda Healthcare System, which is a large, complex 1A facility. The applicant selected will serve as the Assistant Chief of the Service to ASPS Service Chief on all matters pertinent to the service. These include administrative, clinical, research and supervisory responsibilities within VA Loma Linda Medical Center.

Duties

This incumbent serves as an Assistant Chief, full assistant to Service Chief in a large, complex 1A facility and shares full scope of delegated managerial responsibilities. Assistant Chiefs exercise supervision, administrative management, and direction of both professional areas in a unified audiology and speech-language pathology service. Assistant Chiefs have responsibilities for general or technical supervision of key clinical or training programs within he service, and overall technical and administrative oversight of audiologists. Duties include but not limited to: Administrative: Serves as full assistant to the Service Chief Supervise motivate and manage a diverse clinical staff Organize work, delegate tasks and responsibilities and meet multiple deadlines Assess qualification and abilities of current and prospective employees Training Programs: Responsibilities include providing orientation/training of medical staff and coordinating the orientation and training of all new staff appointed to the divisions for which he/she is responsible. Carries out or assigns clinical supervision responsibilities for students or trainees or new staff and monitors and provides feedback on progress toward established educational goals. Remains current with new developments in audiology and will maintain professional competency by reading professional journals and engaging in continuing education activities and professional learning experiences and by communicating with other professionals in the profession and related professions.- Has responsibility for developing and directing educational and training programs, negotiating affiliation agreements with academic partners, and setting training objectives. Functions as a licensed independent audiology practitioner assisting auditory research with human subject testing and/or provide oversight/direct supervision of students in a research setting. Clinical: Identifies and evaluates individuals with hearing disorders in the reception and perception of speech, language and other acoustic signals to a full range of patient complexity. Administers the full range of tests (e.g. auditory evoked potential testing, central auditory processing testing, testing of vestibular nerve function, etc.); evaluates the type and degree of hearing loss for patients who may be unable to provide consistent and reliable reaction to diagnostics. Plans, delivers, and monitor the effectiveness and clinical outcomes of patient-centered treatment and rehabilitative services for patients with significant physical and psychological complicating conditions.- Incumbent serves as a consultant to other facility personnel involving the most difficult and complex cases and is a recognized subject matter expert on matters related to hearing, tinnitus, and balance disorders. Reusable Medical Equipment Demonstrates a thorough knowledge of the processes for Reusable Medical Equipment (RME) including knowledge of Standard Operating Procedures (SOPs) which document the processes and procedures for cleaning, disinfection, sterilization and preparation of Reusable Medical Equipment. Qualifications

BASIC REQUIREMENTS: Citizenship: Citizen of the United States. Education: Doctor of Audiology (AUD) from an audiology program recognized by the [Accreditation Commission for Audiology Education (ACAE)] or Council on Academic Accreditation (CAA) of the American Speech-Language-Hearing Association (ASHA). HR office staff and management officials may verify a program's [accreditation] from [ACAE at acaeaccred.org and] CAA at caa.asha.org. OR, Other doctoral degree in hearing science or a directly related field from an institution accredited by an accrediting institution recognized by the U.S. Department of Education. NOTE: Effective January 1, 2007, the CAA in Audiology and Speech Language Pathology of ASHA accredits only doctoral degree or AUD programs in audiology. Licensure: Applicants must hold a full, current, and unrestricted license in a State, Territory, Commonwealth, or the District of Columbia. Preferred Experience/Qualifications: Preferred applicants will have ASHA CCC-A Grade Determinations: In addition to meeting the basic qualifications above, applicants must meet the below grade requirements. GS-13 Supervisory Audiologist (Assistant Chief) Experience: Applicants must have at least two years of experience as a professional audiologist, with at least one year comparable to the next lower grade level, the candidate must demonstrate the following KSAs: Skill in communicating established performance benchmarks to a service or equivalent organizational department. Skill in implementing continual performance improvement activities to meet performance benchmarks. Ability to perform a full scope of managerial responsibilities. Ability to lead audiologists, speech-language pathologists, and/or other professionals within associated disciplines. Ability to develop contingencies to ensure continual service operations. Assignment: Supervisory audiologist spend 25% or more of their time providing technical and administrative supervision. Supervisory audiologists in this assignment serve as assistant chiefs. Assistant chiefs in this assignment serve as full assistants to a service chief, share the full scope of delegated managerial responsibilities, and serve as the acting service chief in the absence of the service chief. They make decisions affecting staff and other resources. They may be delegated full administrative and clinical responsibility for planning and directing the staff assignments in various clinical settings. They encourage professional development, create an environment of learning and serve as a mentor to staff audiologists. Assistant chiefs are responsible for the supervision, administrative management, and direction of the program services assigned to them. Assistant chiefs may ensure compliance with accrediting agency and regulatory requirements, monitor staff performance, and develop and implement programs based on Veterans' needs and current research findings. Duties include but are not limited to: resolving staff conflicts that might interfere with the service delivery; identifying continuing education and training needs; and other clinical and administrative responsibilities to ensure that the mission of the service and the medical center has been satisfied. They may interview candidates for positions, and recommend appointments, advancements, or disciplinary actions when appropriate. They may develop position descriptions and functional statements and are responsible for professional and administrative management of an assigned area. They may make selections, assign personnel, and serve as a mentor to help employees develop their full potential. Assistant chiefs in this assignment maintain interdepartmental relationships with other services to accomplish medical center goals as well as foster and maintain community contacts. They may develop and initiate new assessment and treatment programs and may develop policies and procedures. Assistant chiefs in this assignment independently provide audiologic services at all levels of complexity and consult with peers and supervisors as appropriate. Physical Requirements: This work is primarily sedentary but also requires some standing, walking, bending, lifting and carrying of items. Physical effort and ability to perform repetitive motions with arms and requires good balance to prevent falling when assisting patients with an activity. See VA Directive and Handbook 5019.
