This position is in the Excepted Service under U.S.C. 50 § 3024(v) and appointments are made without regard to the requirements of the Competitive Service by laws, Executive order, or OPM regulations.
This position resides in Office of Consular and Management Liaison, Bureau of Intelligence and Research, Department of State (INR/CML). CML manages complicated and sensitive activitiesthat require discreet engagement with senior officials in the Department and the IntelligenceCommunity (IC).
Duties
Manages the State Department’s role and participation in sensitive interagency intelligence programs. Serves as the lead Department expert on intelligence policy specific to CML programs.
Serves as a senior advisor and provides authoritative policy advice and guidance to the Assistant Secretary, Principal Deputy Assistant Secretary, and Deputy Assistant Secretary for Intelligence Policy Coordination on all CML matters.
Analyzes new intelligence proposals and initiates projects to identify the significance to the Department’s mission, work closely with regional and functional bureau front offices.
Requirements

- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
- Obtain/maintain eligibility to access Sensitive Compartmented Information
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience managing the interagency and intra-Department coordination process to ensure conformity in sensitive intelligence programs with policy, procedure, and law.
Experience providing policy recommendations on intelligence programs to senior officials and multiple stakeholders.
Experience with foreign relations and U.S. national interests, as well as operational procedures of the Department, the Intelligence Community (IC) and the U.S. government (USG).
There is no substitute of education for specialized experience for the GS-14 position.
